Job Description:


SUMMARY

Provide the Department of Energy (DOE) Office of River Protections Waste Treatment and Immobilization Plant Project (WTP), Project Controls Division (WPD) Project controls support.


ESSENTIAL DUTIES & RESPONSIBILITIES

  • Perform project controls support.
  • Provide Cost engineering/estimating support using PROPRICER software.
  • Provide Schedule analysis.
  • Provide processing of Request for Equitable Adjustments (REAs) and Baseline Change Proposals (BCPs)
  • Provides extensive specialized knowledge to major projects, programs, or tasks.
  • Works at a senior level to improve significant major projects and programs.
  • Consults on major organizational, technical, or financial issues and assists in problem solving.
  • Offers successful experience in technical or management consulting roles and proven skills in developing plans that yield positive organizational improvements.
  • Provide cost estimating support to the WTP sub-projects.
  • Estimator participation on Integrated Project Teams (IPT) for:
    • PBS 60.
    • IT elements.
  • Analyze Bechtel National Inc. (BNI) Lifecycle Baseline as issues are identified.
  • Provide Independent Government Cost Estimates (IGCE’s) and Technical Evaluations (TE’s) for current and future WTP Contract modifications.
  • Perform REA cost analyses and support technical analyses.
  • Perform cost variance analyses of WTP execution data.
  • Support WTP with DOE EM HQ and DOE MA HQ on Technical Evaluations as required.
  • Support the development and submittal of the annual budget.
  • Provide database and indirect cost distribution model support.
  • Support development/updating of the DOE-WTP Cost Estimating Manual.
  • Develop and maintain WPD cost estimating procedures and protocols.
  • Maintain regular and punctual attendance.
  • Perform additional duties as assigned.

Job Requirements:


MINIMUM QUALIFICATIONS

  • BS/BA degree in engineering, science, or business management, or alternatively, an accredited high school certificate plus eight (8) years of specialized experience in engineering, science, or business management, in addition to the requisite experience. MS/MA or PhD degree in a relevant field is considered to be two (2) and five (5) years of experience, respectively.
  • Fourteen (14) years of directly applicable successful experience consulting or contributing on complex projects, including providing strategic, management, technical, or business assistance to significant projects or programs in a senior capacity and/or as a consultant.
  • Executive experience with direct interface with client senior management.
  • Resource will have demonstrated expert knowledge and senior-level experience in the following areas:
    • Quantity Development Package process in BNI’s estimating procedures,
    • BNI’s rate buildup including Project Services, Shared Services, and fee within BNI Requests for Equitable Adjustment,
    • Hanford Site contractor forward pricing rates,
    • BNI contract,
    • Integration with other project controls functions including scheduling and risk management.
  • Knowledge of DOE policies and procedures.
  • Must obtain and maintain any necessary security access and/or background checks (U.S. citizenship required).

DESIRED QUALIFICATIONS & SKILLS

  • Knowledge of Hanford Site mission, activities and priorities is preferred.
  • Knowledge of DOE program and project management practices, policies, and procedures.
  • Excellent communications skills.
  • A knowledge of MS Word, MS PowerPoint, and/or other MS Office tools.

PHYSICAL DEMANDS

Position consists of sitting for long periods of time, using hands/fingers, handling, reaching with hands and arms, talking, hearing, and seeing up close, at a distance, along the periphery, with depth perception and the ability to focus; occasional walking or standing, bending, kneeling, stooping, crouching, and lifting boxes weighing up to 30 pounds. Moderate to extended periods of office work with heavy periods of computer usage. May be assigned occasional to moderate periods of analytical tasks requiring extensive reasoning abilities. WORK ENVIRONMENT

Work is primarily performed in a professional office setting, including the normal office equipment (e.g., computer, fax machines, copier) and with a wide variety of people in differing functions, personalities, and abilities.


WORK SCHEDULE

Full-Time. May be required to work additional hours as needed to complete an assignment or project.


Compensation & Benefits Package:

  • Pay range: $125,000-$150,000
