Do you want to ensure your Navy and Marine Corps warfighter is successful and supported in the battlespace of tomorrow? Then join KBR as an Aviation Logistics Requirements Analyst to support the requirements and resourcing for the Navy and Marine Corps fleet.
You will be supporting the Chief of Naval Operations Staff (OPNAV), Logistics & Readiness Branch (N980L) through two major activities.
The OPNAV N98 Professional Administrative and Management Support contract provides a range of professional services to support the Chief of Naval Operations, Air Warfare Division (OPNAV N98).
These services encompass program analysis, financial management, operational research, and administrative support.
Basic Qualifications :
- Supports the Airspace and Air Traffic Control Requirements Officers to ensure compliance and effective communication across various areas of responsibility with the Naval Federal Aviation Administration (FAA) in accordance with laws and policies.
- Supports the RO in managing and overseeing the OPNAV 3721 instruction series, which outlines procedures, policies, and guidance for the planning, programming, budgeting, and management of Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS) for Navy and Marine Corps ATC assets.
- Provides expertise in airspace and air traffic control systems, FAA regulations, and support regular meetings and updates to ensure alignment with project goals and objectives.
- Drafts Non-public Use correspondence for government review and acceptance, including coordination of effort with external OPNAV agencies.
- In support of the requirements officer, serves as a resource on all matters specific to Airspace and Air Traffic Control policy and systems for Naval Aviation platform and Unmanned platforms traffic management and associated systems.
- Assists the RO with coordinating with other resource sponsors and organizations, such as the Program Executive Offices for Aircraft Carriers, Expeditionary Warfare, and Tactical Aircraft Programs, regarding ATC acquisition and logistics issues.
- Supports the requirements officer by providing operations, planning, and management support, including business analytical services to assess complex issues and develop suggestions.
- Engages with other N98 staff at meetings with OPNAV departments, DOD components, FAA, and other government agencies to include congressional entities where Naval unmanned expertise is required, and contractor support is appropriate.
Subject Matter Expert :
- Assists the RO for research, development, test and evaluation, and other procurement, Navy and Marine Corps funds for ATC programs, both ashore and afloat.
- Assists the RO in reviewing and commenting on military construction (MILCON) projects that may impact air traffic control (ATC), landing systems, navigational aids, and the training and readiness of flying units.
- Monitors the Program Budget Information System (PBIS) for changes to Program Element lines.
- Consults with the respective program offices on budget exhibit preparation, reviews submitted budget exhibits for anomalies that could result in undesired marks, and submits analysis for government review and acceptance.
- Assists the requirements officer in collecting and analyzing data pertinent to program fiscal procedures and patterns of performance to enable accurate and timely project management.
- Consults with the appropriate Airspace and Air Traffic Control systems program offices at NAVAIR on budget exhibit preparation.
Budgetary Execution :
- Provides analysis regarding program execution, out-year planning, and the creation of issue sheets for Program Objective Memorandum (POM) and program requirements for Naval Air Traffic Control, Air Navigation Aids, and Landing Systems (NAALS) assets.
- Drafts and develops briefs, issue sheets, white papers, and trade studies for government review and acceptance.
- Assists the government in the technical writing of Congressional responses regarding platform issues or funding contained in the President’s Budget Submission.
Programming :
Maintains communication with Navy and Marine requirements officers on fleet requirements and integration across a wide range of topics and issues.
Participates in the annual Air Traffic Control Naval Aviation Requirements Group (ATC NARG).
Minimum Qualifications :
- Minimum of 15 years’ experience with Navy / Marine Corps in Airspace, and Air Traffic Control operations, NAVAIR acquisition process and / or requirements development on the OPNAV staff.
- Desired expert knowledge of Naval Airspace and Air Traffic Control policy and systems.
- Mastery of Microsoft Office Suite to include producing complex and embedded graphs and creating interoperability between program products.
- Must display an in-depth knowledge of the Planning, Program, Budgeting, and Executive (PPBE) process.
- Requires TOP SECRET clearance.
