The Senior Labor & Employee Relations Representative will focus on the Labor and Employee Relations functions for select departments. This position will partner with the Human Resources Leadership to conduct Labor and Employee Relations activities including the administration and partnership during negotiation of collective bargaining agreements by working with management to develop negotiation proposals and strategies to meet the organization needs and goals. This position will manage and conduct grievance hearings and settlement conferences. This position will develop and maintain relationships with both management, employees and the unions to foster harmonious Labor and Employee Relations. The Senior Labor & Employee Relations Representative must have the ability to objectively assess, guide and solve all people related situations and effectively communicate with all levels of employees. In addition, this position serves as the escalation point for all HR related issues and will work with the HR Centers of Excellence to expeditiously resolve the issues. This position will provide advice and counsel to department management, in various arenas, including employee performance issues, employee misconduct and the issuance of corrective action. This position will guide, train, coach and support a variety of diverse customers including directors, managers and front line staff.

This position will partner with the Human Resources Manager of KMC to conduct Labor and Employee Relations activities including the administration and partnership during negotiation of collective bargaining agreements by working with management to develop negotiation proposals and strategies to meet KMC's needs and goals. This position will manage and conduct grievance hearings and settlement conferences. This position will develop and maintain relationships with both management, employees and the unions to foster harmonious Labor and Employee Relations. The Senior Labor & Employee Relations Representative must have the ability to objectively assess, guide and solve all people related situations and effectively communicate with all levels of employees. Essential Duties:

  • Manages and integrates the various functions of employee/labor relations with other Human Resources functions/departments.
  • Serves as the human resources representative in labor relations matters and is responsible for overseeing the terms and conditions of the Collective Bargaining Agreements (CBA) for his/her areas of oversight.
  • Serves as the facilitator in all grievance proceedings and processes as defined in the CBA’s.
  • Facilitates training and development programs for all levels of management and staff related to human resources and employee/ labor relations.
  • Manages grievances, disciplines, terminations and related actions and implements standard reporting to track and proactively address facility and/or departmental needs.
  • Provides education and advice to managers on proper d employment related documentation and requirements for various processes and procedures.
  • Conducts investigations related to employee complaints, including those received from Risk, Compliance and the University
  • Handles all situations in a discreet and professional manner.
  • Effectively manages with all union related issues.
  • Gathers and provides data for Information Requests from the unions.
  • Maintains documents as it relates to union issues i.e. grievance tracking and complaints logs.
  • Assists Manager of Human Resources in contract review to ensure the policies and practices match, including any items necessary or required to be given to employees as required under the contract. Also could assist in developing training as it relates to union issues.
  • Maintains a high level of productivity and demonstrates effective skills in work assignments and follows through.
  • Responds effectively and proactively to unforeseen problems and issues affecting the department and the hospital.
  • Designs and facilitates training on a variety of Human Resources topics.
  • Interprets and applies Human Resources policies and procedures and ensures they are aligned with CBA’s.
  • Will serve as back up in the absence of the HR Manager.
  • Perform other duties as assigned.


Required Qualifications:

  • Bachelor's degree in Human Resource Management, or Business related field
  • 3 years 3-5 years experience in Labor Relations and/or Employee Relations required.
  • Experience with unions and conducting employee investigations.
  • Experience in conducting investigations of harassment allegations, including sexual harassment, hostile work environment, discrimination, HIPAA, workplace behavior.
  • Proficient verbal/written communication skills.
  • Skill in writing concise, clear, relevant and persuasive documents, including correspondence, case analyses, investigative reports, settlement agreements.
  • Proficient in MS Office and applicable computer applications.
  • Strong organizational, analytical/critical thinking, presentation and creative skills.
  • Knowledge of employment laws, including FMLA/CFRA, Reasonable Accommodation, VAWA/CANRA, HIPAA, HEERA, FLSA/wage-hour laws, contract interpretation, EEOC/DFEH/DOJ requirements.
  • Ability to provide credible HR guidance to and influence management at all levels.
  • Proven experience coaching and counseling all levels of staff and management on a wide variety of employee/labor relations issues. Experience in interviewing employees and managers and investigating unit and non-unit employee-related situations.


Preferred Qualifications:

  • Master's degree in Human Resource Management, or Business related field
  • Prior experience in a health care industry.


Required Licenses/Certifications:

  • Fire Life Safety Training (LA City) If no card upon hire, one must be obtained within 30 days of hire and maintained by renewal before expiration date. (Required within LA City only)
  • HR Certification PHR/SPHR from HRCI or SHRM-CP/SHRM-SCP from SHRM required. If no certification upon hire, one must be obtained within one year of hire and maintained by renewal before expiration date.

The annual base salary range for this position is $95,680.00 - $158,230.00. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.
