Position Summary

The Fiscal Director (FD) is responsible for overseeing KenCCID financial activities. This position is responsible for ensuring KenCCID finances and the finances of all Individuals are handled in compliance with federal and state laws, including the licensing requirements set forth in Pennsylvania law (55 Pa. Code § 6100 and 6400, hereinafter “6100 and 6400 regulations,” the Pennsylvania nonprofit law and laws applicable to KenCCID maintaining its 26 USC §501(c)(3) exemption status).    The FD reports to the Chief Financial Officer (CFO).

Position Responsibilities

  • Timely preparation and adjustment of annual agency budget, departmental budgets and program budgets in compliance with applicable regulations, mandates issues by the Office of Developmental Programs (ODP) or the Pennsylvania Department of Human Services (DHS).
  • Preparation of periodic financial statements including income statement, and cashflow statement as requested in accordance with Generally Accepted accounting Principles (GAAP).
  • Maintains effective cost accounting system to measure the actual costs of service delivery for each Community Home and/program activity.
  • Provides timely alerts, support and advice to the CFO and Chief Executive Officer (CEO) based on agency fiscal condition, and foreseeable significant events. 
  • Provides detailed comparison of financial statements against budget quarterly, annually, and upon request.
  • Ensures that all KenCCID’s accounting practices conform with GAAP and meet the reporting standards required for KenCCID to obtain an unqualified audit opinion letter at the conclusion of each independent audit.
  • Responsible for preparing KenCCID for its annual audit, serves as KenCCID contact for auditors and facilitates their activity.
  • Ensures timely and accurate billing for all program revenue.
  • Oversees, develops, and implements effective financial controls to minimize risk of fraud.
  • Prepares financial reports as requested by the CFO and CEO.
  • Complies with reporting and documentation requirements for the representative payee function.
  • Works closely with other departments to ensure effective fiscal controls, budget analysis and compliance, and to ensure or support regulatory compliance.
  • Conducts internal audits (for community homes, individual funds and organization-wide) to ensure compliance with internal controls, regulatory compliance, and to guard against fraud.
  • Communicates promptly with the CFO and CEO on issues pertinent to the fiscal department such as foreseeable risk of material changes in financial condition, identified or suspected fraud, issues related to subordinate responsibilities or performance, vendor performance, credit line use, and risks to compliance with financial reporting requirements.
  • Complies with existing fiscal processes and procedures and develops additional ones to meet job responsibilities.
  • Prepares or assures timely preparation of all Individuals’ federal, state, and local income tax returns.
  • Oversees billing activity to ensure that billing and revenue received is timely, accurate, consistent with current ISPs supplemental habilitation and other program funding activity, and that site schedules are consistent with ISPs.
  • Effectively supervises the finance team to ensure that payroll, accounts payable, accounts receivable, and representative payee functions are processed timely and accurately, and memorialized as required for reporting purposes. 
  • Effectively manages all aspects of the fiscal department including establishing goals and completing performance evaluations for subordinates and implementing processes to streamline fiscal functions and ensure accounting and legal compliance.
  • Oversees deletions and enrollment for employees in ADP system, including changes to health insurance, disability & life, 403(b) and other retirement plans in conjunction with Human Resources Department, benefits administrator or other designated agent. 
  • Identifies and evaluates new insurance plans and other risk mitigation strategies with the CFO.  
  • Responsible for ERISA compliance and implementation as outlined in the 403(b) plan design. 
  • Oversees and maintains annual worker’s compensation insurance benefits, health package of benefits, vehicle insurance benefits and all other insurance, to ensure claim coverage and no lapse in coverage.
  • Attends meetings as required by ODP and stakeholders 
  • Approves all maintenance and construction projects with the Program Director and Compliance teams. 
  • Maintains and updates KenCCID mortgages, bank credit line, and contracts. 
  • Complies with mandated reporting requirements on Individual health and safety.

 Education, Experience, Certifications and other Requirements  

  • Bachelor’s degree in finance or accounting (or business administration with emphasis in one of those fields) from an accredited college or university.  Master’s degree in finance related field or professional accounting certification preferred. 
  • Excellent computer skills including proficiency in Sage 100, Sage intelligence reporting, Microsoft Excel, Microsoft Word.  Learns new applications quickly and easily. 
  • Minimum of three (3) years cost accounting experience.
  • Minimum of three (3) years experience in preparation of financial statements, budgets, financial statement analysis.  Auditing experience a plus.
  • A minimum of two (2) years supervisory experience.
  • Knowledge of PA IDD programs or DHS financial reporting requirements a plus.
