Position Summary

The HR Generalist – Employee Relations (HRG-ER) provides professional, timely, and accurate HR services to managers and employees within KenCCID. The HRG-ER is responsible for ensuring adherence to the Union Contract and KenCCID policies.  The HRG-ER handles union grievances and conducts internal investigations in a fair and professional manner. The HRG-ER ensures that all employees are well informed of KenCCID policies.

Core Responsibilities

  • Serves as a primary resource to managers on all employee relations matters, including discipline, retention and termination.
  • Develops and manages employee performance evaluation process.
  • Collaborates with supervisors and management on handling performance, discipline, documentation, and other personnel issues.
  • Monitors overall agency staffing and develops, drafts, and disseminates warning letters for employees who do not work assigned hours.
  • Primarily responsible for collecting documentation regarding possible termination and initiating the termination process by developing and drafting comprehensive termination letters
  • Ensures that KenCCID employee relations policies and procedures, particularly the KenCCID progressive disciplinary policy, are followed in a consistent manner.
  • Collaborates with legal counsel on legal issues as they arise.
  • Serves as primary point of conduct for employees who are reporting complaints, issues, or other problems.
  • Conducts investigations of alleged misconduct and submit findings and recommendations to management.
  • Assists HR Manager in the development of human resource procedures and policies.
  • Interprets policies, answers questions, and counsels employees regarding policies.
  • Establishes solid working relationship with union representatives.
  • Ensures that union contract is well understood by managers and other administrative employees.
  • Serves as initial point of contact for all union grievances; works with KenCCID staff to collect material needed for grievances.
  • Handles grievances under guidance from HR Manager
  • Proactively meets with union representatives to determine needs and address issues before they become problems.
  • Participates in collective bargaining process and provides information to HR Director and outside counsel.
  • Conducts HR training in New Hire Orientation.
  • Develops, provides, and evaluates training for KenCCID staff on various programs and topics, including KenCCID policies and procedures.
  • Collaborates with Training Manager to develop and deliver training on an as-need basis
  • Prepares monthly report for HR director on transfers, retention, resignations, and termination.

Qualifications

  • Bachelor's degree in Human Resource or related field. Masters degree is preferred.
  • 4-6 years HR Generalist experience.
  • Deep understanding of labor law and employment equity regulations.
  • Efficient HR administration and people management skills.
  • Excellent record keeping skills.
  • Extensive knowledge of HR functions and best practices.
  • Superb computer literacy with capability in email, MS Office and related HR software, including ADP Workforce Now.
  • Proficiency in Adobe Captivate and Adobe Audition a plus.
  • SHRM-CP or PHR certification preferred.
