Overview of the Position:

The Kennewick School District is seeking an outstanding candidate for the position of Assistant Superintendent of Operations. Kennewick serves over 19,000 students and

in 33 schools and learning programs and employs a staff of more than 3,500 people, including 1,320-plus certificated and 1,180-plus classified workers, with an annual budget of approximately $320 million.


The Assistant Superintendent of Operations serves as chief operating officer and is a member of the superintendent’s cabinet, providing executive level direction, support, and oversight of the day-to-day operational functions of the district. The Assistant Superintendent works alongside, supports, and supervises and evaluates the directors of human resources, business office, nutrition services, transportation, and the managers of maintenance and capital projects. The Assistant Superintendent is responsible for leading and aligning functions across operational departments, building capacity of department leaders, developing systems of support and accountability, and assuming day-to-day duties consistent with those of an assistant superintendent. The successful candidate will begin duties on July 1, 2024.


Required Qualifications:

  • Bachelor’s degree in business administration, finance planning and management, human resources, or other field as may be determined appropriate.
  • 10 years of strong operational experience, with 5 years in a senior management
  • Demonstrated experience in financial and personnel management; knowledge and experience with applicable apportionment rules, fiscal reports, grant management systems, and labor laws and regulations.
  • Demonstrated experience in overseeing day-to-day organizational operations in areas such as business services, human resources, transportation, maintenance, and capital projects.
  • Demonstrated excellent communication, interpersonal, public relations, oratory, and presentation skills. Ability to read, analyze, and interpret information relevant to the position, including being able to speak effectively to small and large groups of people, and to communicate clearly and concisely both orally and in writing.
  • Demonstrated strong managerial, leadership and strategic planning skills. Ability to articulate the vision and mission for the district and provide appropriate direction, guidance, and management skills to achieve them.
  • Flexible and able to multi-task; can work within a complex, fast-moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness in setting priorities and guiding investment in people and systems.
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to effectively use typical office applications and computer programs for email, word processing, spreadsheets, and presentations.

Duties and Responsibilities:


Vision and Culture

  • Facilitate the efficient and effective functioning of operations to support the district’s strategic goals and objectives.
  • Monitor and evaluate services provided by the departments within the operational division in meeting the goals and targets set forth in the district’s strategic plan.
  • Develop a culture of customer service, accountability, and continuous improvement in district operations.
  • Facilitate close communication between assigned departments and schools to ensure cost efficiency and excellent service to all stakeholders.
  • Ensure a safe, healthy, inviting learning and working environment in district facilities.
  • Enable and support high quality classroom instruction through operational excellence.

Leadership

  • Serve as a member of the superintendent’s cabinet.
  • Provide leadership of department responsibilities of Business and Finance, Human Resources, Transportation, Maintenance, and Capital Projects.
  • Coordinate activities within the operational division and collaborate with K-12 Education, Teaching & Learning, Informational Technology, and Communications.
  • Develop student demographic and enrollment projections and oversee staffing processes to ensure schools and departments are adequately staffed.
  • Lead the development/preparation of the district’s annual budgets and department

budgets.

  • Assist with the development of levy and bond issues.
  • Oversee the acquisition and financing of property, bond sales, and financing of construction projects.
  • Coordinate property and liability insurance coverage in collaboration with risk management programs.
  • Assume the major leadership role in labor relations, including collective bargaining, contract management, data collection and analysis, and employment issues.
  • Assume responsibility for the interpretation and implementation of contractual agreements with employee bargaining units, including responsibilities for the processing of staff grievances, preparation of materials for arbitrations, and providing appropriate testimony.
  • Keep abreast of new developments in the operation of systems, and allocation of resources to ensure maximum efficiency from operation expenditures. Identify best practices and key performance indicators to enhance operational effectiveness.
  • Develop systems to regularly review and monitor policies, procedures, and practices to ensure continuous alignment and improvement.
  • Utilize data and technology to maximize productivity and efficiency in district operations.

Accountability and Compliance

  • Ensure district compliance with the applicable federal, state, and local codes, rules, regulations, statutes, and policies.
  • Ensure major projects are coordinated with appropriate agencies.
  • Conduct annual evaluations for all assigned staff.
  • Coordinate the assessment of training needs for personnel in assigned areas.
  • Provide direction for management regarding employee discipline, evaluation, complaints, reasonable accommodations, and investigations.
  • Oversee or conduct or assist with investigations of alleged employee misconduct. Determine facts and appropriate corrective action.
  • Serve as the district’s Civil Rights and Equity Officer.

Communication and Engagement

  • Attend Kennewick School Board meetings and work sessions.
  • Develop appropriate board agenda items pertaining to areas of responsibility, and present information at Board meetings.
  • Develop, analyze, and oversee employee handbooks, onboarding processes, and required training.
  • Develop positive working relationships with operations employees, school personnel, parents, stakeholders, policy makers, community members, contractors, etc.
  • Assist in the development and implementation of internal and external communications.

Contract and Salary Range:

Salary range: $177,743 - $199,867 longevity incentive (depending on experience).
