The Solid Waste Division (SWD) is recruiting an enthusiastic team player for an Environmental Monitoring and Compliance Coordinator (Environmental Scientist III) to join the Environmental Science & Compliance Unit (ESCU). Alongside other compliance coordinators, this position works with teams across the Division to ensure environmental regulations and permit conditions are met while delivering resource recovery and waste disposal services throughout King County. The solid waste industry and environmental regulations are constantly changing and SWD must adapt to continue delivering high-quality services to its customers.
 
About this Role:
Environmental Compliance Coordinators work with multidisciplinary teams across the Solid Waste Division to ensure the services we provide are done so in accordance with environmental regulations. In particular, this position drives success on two critical programs:
  • Environmental monitoring and sampling - Lead the team responsible for conducting environmental monitoring and sampling at SWD sites throughout King County to ensure data quality objectives are met.
  • Stormwater pollution prevention - Optimize compliance outcomes and protect surface and groundwater quality by effectively promoting and coordinating stormwater pollution prevention at SWD sites covered under the Washington State Industrial Stormwater General Permit.
This position also has opportunities to contribute to programs covering a wide variety of local, state, and federal environmental regulations, permit programs, and other requirements commonly applicable to the operation of industrial sites. This position performs work remotely and onsite.
 
About the Team:
The ESCU in the Facility Engineering and Science Section (FESS) coordinates programs, projects, and actions across the SWD to ensure complex and interrelated environmental compliance responsibilities are met in a planned and organized manner. ESCU compliance coordinators work closely with SWD staff in FESS, Operations, Project Management, and Recycling & Environmental Services sections, as well as regulatory agencies and other stakeholders.   • Lead the Division’s environmental monitoring and sampling program. Plan and coordinate day-to-day actions of a team of environmental scientists to successfully implement sampling and analysis plans in support of environmental compliance. 
  • Lead programs that support compliance with federal, state, and local environmental regulations and permits applicable to SWD transfer stations and active & closed landfills. 
  • Lead operating permit acquisition and renewal efforts. Optimize compliance outcomes through division-wide coordination and collaboration. 
  • Represent SWD in interactions with various federal, state, and local regulatory agencies. 
  • Perform site visits to evaluate compliance status and/or provide technical assistance for environmental problems. Accompany regulators on announced site visits/inspections/audits.
  • Track compliance program outcomes and effectiveness. Identify improvement opportunities and recommend actions to strengthen programs. 
  • Prepare, review, and/or submit environmental compliance documentation including, but not limited to, data reports, permit applications, and required plans.
Qualifications You Bring:
  • A bachelor's degree in environmental science or a related field, or the equivalent combination of training and experience    
  • A minimum of two years of environmental compliance work experience and broad knowledge of related technical, engineering, and scientific disciplines
  • A minimum of two years of experience performing environmental monitoring and sampling tasks. 
  • Broad knowledge of environmental monitoring principles and protocols
  • Demonstrated skills in the use, calibration, and troubleshooting of environmental monitoring equipment 
  • Demonstrated skills in providing training to junior staff on environmental monitoring/sampling methodologies and standard operating procedures
  • Knowledge of federal, state, and local environmental regulations and laws, preferably those applicable to environmental management of solid waste facilities 
  • Knowledge of regulations and laws applicable to contaminated site management
  • Knowledge of environmental compliance inspection and auditing practices
  • Knowledge of engineering and environmental systems controls maintenance
  • Knowledge of environmental health and safety principles
  • Experience in understanding and interpreting environmental regulations
  • Experience working with regulatory agencies
  • Skill in evaluating, understanding, and applying data and technical reports
  • Skill in effectively writing, speaking, and communicating with a variety of audiences, including technical writing skills
  • Skill in program development, initiation, and follow-through

It Would be Great if You Also Bring:
  • One or more certifications related to solid waste handling and disposal (for example, Manager of Landfill Operations)
  • One or more certifications related to stormwater pollution prevention (for example, Certified Erosion & Sediment Control Lead)
  • Experience using environmental data acquisition and management software, such as Earthsoft Collect and EQUIS Professional
  • Hazardous Waste Operations and Emergency Response certification
  • Hazardous Waste Operations and Emergency Response (HAZWOPER) 8-Hour Supervisor Certification
  • Experience with one or more of the following environmental permit programs: Title V, National Pollutant Discharge Elimination System, State Waste Discharge, and Solid Waste Handling/Disposal
Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically 2-3 days per week. The frequency of onsite work is determined by business needs and may be adjusted accordingly. The most common onsite location will be Cedar Hills Regional Landfill including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department’s vision of Green Where We Work.   
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance of King County worksites to meet onsite reporting requirements.  
  • Work Schedule: This full-time position works a 40-hour work week. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible. 
  • Union Representation: This position is represented by Protec Local 17.
