Metro Transit is hiring 2 Functional Analysts in the Transit Technology Services Section. We are hiring 1 career service Functional Analyst III and 1 Special Duty Assignment/Term Limited Temporary Functional Analyst IV. Our ideal candidates will flexible, have a strong technical education and IT service management background, customer service and process documentation skills with the ability to take an issue and drive it to resolution with minimal oversight.
The most successful candidates for the Functional Analyst IV will have a MS or above in information technology or a related technical discipline and will lead lower-level staff and will function as a liaison between Operations, Information Technology, Metro business units, operational groups, and vendors in functional analysis, design, configuration, testing, and maintenance of applications to ensure optimum system performance for their assigned systems. The Functional Analyst III does not lead staff, but they do also function as a liaison for the above listed stakeholders. The most successful candidates for the FA III will have a BS or above in information technology or a related technical discipline.
About the Transit Technology Services Section
The Transit Technology Operations group within the Transit Technology Services Section is a part of the Finance and Administration Division of Metro. The team provides technical support for transit specific software and interfaces with the King County Information Technology Department and various vendors to resolve issues on behalf of Metro staff across all technology used in the department. Metro Transit has several major multi-use interacting systems on buses, in the Transit Control Center, bus bases (operations and maintenance facilities, Marine and Streetcar facilities, on the roadside, at retail locations, customer service centers and in the back offices. These systems support vehicle operations, dispatch and service management, fare payment, passenger information, signal priority, communications, and other functions.
Position information:
This recruitment will be used to fill 1 Career Service Functional Analyst III and 1 Special Duty Assignment/Term Limited Temporary Functional Analyst IV. The FA IV SDA/TLT is expected to last 12 months and may be extended. This recruitment may also be used to create eligibility pools for both classifications to fill future career service, TLT or SDA vacancies as they become open. The pool will be valid for 12 months upon creation, at the discretion of the hiring manager.

To be eligible for an SDA, you must be a current King County Career Service employee and have passed your initial probationary period. If you don’t meet this requirement, you will be considered for the FA IV TLT.

Functional Analyst IV (exempt) - $49.2932 - $59.5918
Functional Analyst III Job Duties:
Support: Act as the lead technical SME for one or more software tools, products or services.
Analysis: Analyze systems, develop and present options to automate, continuously improve, upgrade and integrate functionality.
Partnership: Actively engage with internal and external partners including vendors, Vehicle Maintenance, Radio Maintenance, Fleet Engineering, King County IT, ORCA region and interagency partners, etc.
Reporting: Build reporting services to support system management and internal and external customers.
Change Management: Engage in Metro and KCIT ITIL based change management process, review team and KCIT change tickets to identify impacts to systems that require support. Create and manage change tickets associated with systems changes being managed.
Project Support: Act as Subject Matter Expert (SME) on assigned transit projects.
Perform other duties as assigned.
In addition to the duties listed above, the Functional Analyst IV will also perform the following duties:
Support: Act as the lead technical SME for one or more functional areas including multiple software tools, products, or services.
Lead Functional Analysts at the II and III levels supporting systems within assigned functional area(s).
Perform other duties as assigned.
For the Functional Analyst III, we are looking for candidates who have:
Substantial college course work (Bachelor's preferred) in Information Technology, Engineering or related technical area with coursework covering technology operations, data management & analysis AND 2 years of experience as an IT Analyst or service desk staff; OR any equivalent combination of education and experience providing the ability to perform the duties of the position.
- Have advanced knowledge and familiarity with IT Service Management and Application support principles and functions.
- Have demonstrated experience supporting customers in a managed IT service environment.
- Have a customer focused, empathetic attitude and a strong desire to improve systems in their day-to-day work.
Knowledge of:
Systems security, backup, DR and business continuity concepts.
- System architecture including on-prem and cloud-based systems.
- Transit Industry and its facilitating technologies.
- Project management techniques and principles.
Experience with:
Working successfully in a diverse team environment providing customer focused service.
- Working as a systems administrator or systems analyst.
- IT support of systems or processes at the tiers 2 or 3 level.
Skilled in:
Working collaboratively and building trust and rapport with others.
- Being flexible and able to re-prioritize workloads as incidents occur or priorities shift.
- Server/client architecture, patching cycles.
- Data management software including Excel, MS Access, SQL or other similar data analysis tools.
- Ability to triage incidents and engage appropriate processes (incident/change/request) as appropriate.
- Excellent written and verbal communication skills and the ability to communicate technology and process concepts to a non-technical audience.
In addition to the qualifications listed above, the Functional Analyst IV will also require:
Substantial college course work (Master's preferred) in Information Technology, Engineering or related technical area with coursework covering technology operations, data management & analysis AND 2-3 years of experience as a Functional Analyst III, Sr IT Analyst, technical engineer or service desk staff; OR any equivalent combination of education and experience providing the ability to perform the duties of the position.
- Advanced knowledge and familiarity with IT Service Management, Technical Change Management and Application support principles and functions.
- Ability to lead a diverse workgroup.

Work Schedule
Both classifications are exempt from the provisions of the Fair Labor Standards Act and is therefore NOT eligible for overtime pay. Work schedule is normally a 40-hour week Monday through Friday. Alternate work schedules may be considered.
Temporary Telecommuting Requirement
The work associated with this position will be performed through a combination of teleworking and working in the office. Employees will have access to shared workspaces at various King County facilities). Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
