The Department of Community and Health Services (DCHS) Housing, Homeless and Community Development Division (HHCD) has an exciting opportunity to join the team as a Project/Program Manager IV-Process Improvement Manager. We are looking for an experienced and organized leader to lead, facilitate, and participate in continuous change management process improvement and assist in creating and ensuring efficient access to data and tools that support functions across the division.
This recruitment is to fill a Term-Limited Temporary position that is anticipated to end December 2024. If filled by a King County employee who has passed their initial probation, the TLT will be as a Special Duty Assignment. SCOPE OF JOB DUTIES – To be considered minimally qualified, applicants must demonstrate a background that provides the knowledge, skill, and ability to:
- Lead, facilitate, and participate in continuous change management process improvement in support of applications and systems in partnership with the Division Director.
- Assist with the development of process improvement programs to increased efficiency and effectiveness of workflow processes; collaborate with departments and management to analyze existing systems and value streams.
- Lead the division workplace Improvement priorities.
- Analyze and createdivision metrics, goals, and KPI’s.
- Facilitate best practice training for divisional staff and leadership.
- Direct process improvement group events, assist with the selection of group members and facilitators; provide education and training for management and group members relating to project requirements, processes, goals, and objectives.
- Lead, plan, and facilitate division strategy and leadership sessions. Formulate follow-up documents and notes to ensure clear action item list and continuation.
- Assist with the development, preparation, and compilation of data; presents statistical and narrative reports.
- Perform ongoing monitoring and evaluation of individual projects; provide updates and recommendations; promote program sustainability by communicating with staff and monitoring past projects and results.
- Utilize mathematical modeling, benchmarks, and statistics to support opportunities for improvement; use various types of software, databases, and computer applications to gather and prepare data and reports.
- Develop, present, coordinate, implement, and monitor the introduction of new methodologies, systems of data compilation and analysis; cultivate knowledge and practice statistical models such as Six Sigma; make recommendations.
- Attend committee meetings and task forces as needed to assist with the development of department specific indicators, plans, and improvements; serves as a resource and advisor to management and staff.
- Have demonstrated and applied experience with leading and facilitating requirements gathering, documenting business processes and workflows with analytical and investigation skills for extracting useful information from different disciplines (i.e., asset management, work order management, project management business processes).
- Have strong experience with leading and facilitating system implementation, gap analysis, and system integrations.
- Demonstrate experience and skill in diagnosing and identifying system related problems, excellent troubleshooting, technical problem solving, and systems/structure analyses.
- Have strong analytical and investigation skills for extracting useful information from different sources.
- Have extensive experience and skill in writing routine system documentation (Agiloft, Excel, PowerPoint, etc.) technical reports, standard operating procedures, and training manuals and videos.
- A deep understanding and applied knowledge in successful management of projects using current project management principles, methodologies, and processes; skill in organizing, planning, and executing multiple large-scale projects from vision through implementation and preparing detailed and appropriate project documentation.
- Are knowledgeable and skilled in managing projects for a large organization with diverse business operations, strategic information requirements, and priorities.
- Demonstrate advanced skill in effectively communicating orally and in writing, including making formal presentations to groups and committees, influencing decision makers in a political environment, and working with the media.
- Are skilled in gathering, analyzing, and synthesizing data; skill in effective paper and report writing, skill in effectively presenting statistical and narrative information to non-technical stakeholders or audiences.
- This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. - This position is exempt and is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.
- The work associated with this position will be performed or conducted through a combination of teleworking and onsite work and meetings. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
