Summary
Public Health Seattle & King County is seeking an epidemiologist to evaluate overdose prevention and harm reduction programs.
The primary duties of this position include : 1) analyzing service utilization data; 2) developing and implementing program evaluation plans;
3) disseminating results via data dashboards and visualizations, presentations, and reports; and (4) maintaining programmatic informatics systems.
The epidemiologist also works with PHSKC and external colleagues to interpret programmatic data and develop program improvement plans.
The position is jointly funded by opioid settlement funds and a cooperative agreement with the Centers for Disease Control and Prevention (CDC) - Overdose Data to Action (OD2A).
The position is based in the Prevention Division in close coordination with the Chronic Disease and Injury Prevention Unit.

However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels.
As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.
This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation.
You must have supervisor approval prior to taking a Special Duty Assignment.

Job Duties
This position will work in collaboration with a team of epidemiologists, program managers, service providers, and subject matter experts, on the following endeavors :
- With input from supervisors and programmatic staff, develop evaluation plans, articulate programmatic objectives, and design systems to measure program indicators.
- Conduct quality assurance procedures on programmatic data.
- Use statistical and qualitative data analysis software to analyze programmatic data.
- Create data visualizations and dashboards that summarize program metrics.
- Co-design and implement assessments of service utilization, preferences, and barriers.
- Manage the informatics systems utilized by outreach and harm reduction programs.
- Support primary data collection endeavors by developing protocols and data collection tools, training staff, and collecting information from clients and other stakeholders.
- Disseminate and present results of program evaluations and metrics to program managers, funders, community members, and other stakeholders.
- Generate deliverables that meet grant reporting requirements.
- Develop reports and presentations that describe program outcomes and lessons learned.
- Manage tasks efficiently in an environment of shifting priorities with time and budget constraints, and with multiple stakeholders.
- Collaborate closely with internal and external partners, including people with lived experience, program managers, researchers, funders, and other key stakeholders.

Experience, Qualifications, Knowledge, Skills
Required Experience, Qualifications, Knowledge, Skills :
- Deep knowledge of equity and social justice principles and practices; an understanding of the effect of place-, race- and policy & systems inequities on communities and populations.
- Demonstrated knowledge of program evaluation principles.
- Experience conducting quantitative analyses, using datasets, spreadsheets, charts, maps, interactive visualizations and / or databases.
- Skill and demonstrated proficiency (through professional or academic experience) in the following types of software :
- Statistical software (such as SAS, Stata, R, SQL, Python) for conducting data quality assurance and descriptive analyses
- Data visualization (e.g. in Tableau, Power-BI, R, Excel)
- Database management platforms for collecting and managing data (e.g. REDCap, Qualtrics)
- Microsoft Office products (such as Excel, Word, Outlook, PowerPoint, SharePoint, Teams) for generating reports and coordinating with colleagues and external partners.
- Demonstrated ability to write and present information in multiple formats, including presenting data, findings and conclusions in clear and concise reports, presentations, infographics, etc.

- Demonstrated ability to work with, successfully collaborate, and maintain effective working relationships with a variety of individuals from diverse backgrounds, including community members, agency representatives and partners.

Desired Qualifications
One (1) or more years of experience manipulating, visualizing, and analyzing data using one or more statistical software (e.
g., SAS, SQL, Stata, R, Python) and data visualization software (e.g., Tableau, Power BI).

- Analyzing programmatic and / or health services data.
- Designing data collection forms and databases using REDCap or similar platform.
- Articulating SMART objectives, program indicators, and evaluation strategy.
- Summarizing analytic methods, results, and implications of findings in a range of formats for diverse audiences.
- One (1) or more years of program evaluation experience.
- Experience with primary data collection.
- Experience working, volunteering, or receiving services from a harm reduction and / or substance use treatment program.
