The State Relations Director (“Director”) is responsible for advancing the County’s values, priorities, and legislative agenda by partnering with state elected officials and staff, state departments and agencies, and community partners who also work at the state level. The Director maintains and builds relationships with these partners to support County objectives, under the direction of the Deputy Chief of Staff.
This is an appointed position, exempt from the career service. Due to the nature of this work, this role will primarily work on-site.

This position will be performed in both Seattle and Olympia, Washington. Primary responsibilities for this role include, but are not limited to:
- Serve as the state government relations program lead. In this capacity, the Director will:
- Develop and implement a state legislative agenda, work plan and post session implementation plan for King County, working with King County Executive Branch Agencies, Separately Elected Agencies, and the King County Council.
- Be the lead in-person County executive branch representative on the ground during the state legislative session and interim assembly days in Olympia, WA.
- In partnership with the Government Relations Director for the King County Council, directly oversee the county’s multiple contract lobbyists to ensure execution of the state legislative agenda.
- Research and assess policy issues and make recommendations for the Executive’s Senior Leadership Team to consider.
- Work collaboratively with subject matter experts on a variety of issues impacting the County including bill analysis, creating and editing reports and presentations, and educating state legislative stakeholders on county lines of business and priorities.
- Prepare and review briefing materials, talking points, legislative correspondence and testimony.
- Testify on behalf of King County in state legislative hearings and workgroups.
- Track and analyze proposed state legislation and budgets that impact King County, advocate for County interests.
- Coordinate state legislative related feed-back loops, create timely report-outs.
- Represent the Executive at meetings with lawmakers and/or their staff.
- Establish and maintain relationships with elected officials, their staff and various internal and external stakeholders.
- Work across jurisdictions on intergovernmental issues.
- Research issues and legislative proposals and recommend strategies based on their impact to the County.
- Respond to inquiries from state elected officials, state agencies and their staffs.
- Manage projects to advance the policy goals and values of the County.
- Assist in other duties to advance goals of the County’s government affairs and policy teams.
- Demonstrate a deep and nuanced understanding of state government, the legislative process, and public engagement.
- Model a highly collaborative and relational work style with a focus on building and maintaining strong relationships.
- Demonstrate success in legislative advocacy.
- Demonstrate a deep commitment to racial equity and social justice and be skilled in its application to policy development.
- Successfully navigate complex government relations, business and community environments.
