Job Title: Plans & Operations Manager
Department: Base Operations and Maintenance
Job Summary:
The position will execute, lead, and coordinate day-to-day Manager operations and maintenance (O&M) activities at the assigned job site under the guidance of the BOS Project Manager in adherence to contractual objectives for all contingency operations. The position provides plans and guidance for contingency operations to all supervisors and coordinates activities of skilled trades workers engaged in maintaining and repairing equipment, structures, utility systems, buildings, and grounds at the assigned job sites.
Supervisory Responsibilities:

Execute contingency objectives of the operation, maintenance, and repairs of all installed building equipment covered under the scope of the contract

Solicits cost proposals for various contingency projects

Assist in with recruitment, interviews, hires, and training
-
Oversees the daily workflow of the department and contingency operations

Assist with constructive and timely performance evaluations
Duties/Responsibilities:
-
Assist with O&M Management administration functions, handling a variety of actions and problems relating to the assigned contract(s)
-
Monitor management plans designed to accomplish contractual objectives and provide direction and support to subcontractors, support staff, trades, and crafts

Responsible for managing the maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the PWS within established regulatory requirements.

Responsible for assigning work orders, staff duties, and reviewing all corrective and preventative maintenance for proper documentation.

Responsible for safety of all personnel on the job, including sub-personnel, compliance with environmental standards, and quality of work performed.

Serves as the preventative and corrective maintenance subject matter expert for the team to come to for guidance and direction.

Conducts training of staff, as well as safety meetings and briefings
-
Maintain relationship with labor union contacts and determine how to handle grievances.

Research and address customer and employee complaints.

Prepares customer correspondence concerning commitments, modifications, and change orders.
Required Skills/Abilities:

Knowledge of OSHA safety regulations and PPE procedures
-
Ability to conduct accident investigations and safety inspections
-
Proficient written and oral communication skills according to skill requirements

Possess strong computer skills, able to read, write, and comprehend written instructional documents
-
Ability to function well in a high-paced and at times stressful environment
-
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals
-
Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
-
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
-
Ability to apply concepts of introductory algebra and geometry
-
Proficient Microsoft Office productivity suite

Experience in managing large or multiple facilities
Education and Experience:
-
High school diploma or equivalent
-
At least threeyears of related experience required
-
Associate Degree in Engineering or Construction Management or Business Management or a related field, Bachelor's Degree preferred

Knowledgeable and skilled in the operation, repair, and maintenance of HVAC systems, electrical, plumbing, and mechanical systems, fire systems and security systems

Previous experience with Government Contracting
Physical Requirements:

Prolonged periods of sitting at a desk and working on a computer

Occasional periods of prolonged exposure to loud noises

Ability to lift up to 50 pounds at times

Ability to stand, walk, reach with arms and hands as necessary

Ability to hear and see to position and safety requirement levels

Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals
Special Qualifications/Requirements:

Must be able to successfully pass as required a federal, state, or local government's background investigation

Valid Driver's License
