Job Summary
The HR Data Analyst plays a key role in assisting with the development, testing, implementation and maintenance of Human Resources Information System (HRIS) associated with the collection, retrieval, accessibility and usage of employee information for Human Resources programs and processes. This position will be responsible for resolving ongoing moderate to complex Human Resources related issues and tracking employee data utilizing the Ellucian Human Resources Information System (HRIS). The HR Data Analyst will process moderate to complex Human Resources transactions related to employee changes and new hire information within the Human Resources programs, such as: pay, benefits, and leaves of absence, disability and worker’s compensation; reports and data audits, among others. This position will assist the Executive Director Human Resources and Labor Relations with HR related duties and data, including benchmarking, negotiations, reclassifications, and other HR related duties and projects.
Required Knowledge, Skills, and Abilities
- Must maintain the strictest standards of confidentiality as it relates to personnel actions and activities occurring in Human Resources.
- Knowledge of federal and state benefit and employment regulations (preferred).
- Strong team player, ability to work within cross-functional teams and processes and clearly articulate complex information to achieve common goals.
- Proficient in the following: Microsoft Office Suite, and internet research.

- Research, data collection, data analysis and report generation skills.

Required Qualifications
- Bachelor’s degree from an accredited college or university in Computer Science, Human Resources, Business Administration or a related field or equivalent combination (minimum of A.A.S.) and experience.
- Strong computer aptitude required. Preference given for candidates with 3 years as an HR Data Analyst, Computer Information Systems Data Analyst, Human Resources Generalist or Human Resources Specialist working in Ellucian Banner, Colleague or Oracle preferred
- Strong excel skills required with HRIS experience preferred.
- 3 years payroll administration experience preferred, but not required
- PHR or SPHR Certification preferred

- The HRIS Analyst is responsible for the support and maintenance of the Human Resource Information System (HRIS) in addition to other systems supported by the HR team.
- Researches and resolves HRIS problems, unexpected results or process flaws; performs scheduled activities; recommends solutions or alternate methods to meet requirements. Documents all processes and results.
- Enters, updates and ensures accuracy of data entry for HRIS software Ellucian Colleague. Assists subject matter experts with ensuring data integrity, testing of system changes, and analyzing data flows for process improvement opportunities.
- Serves as a key liaison with third parties and other stakeholders.
- Maintains the data integrity between the payroll software, timekeeping system, and all other HR and Payroll table maintenance required.
- Provides training and on-going support to new and existing users on the HRIS system.
- Responsible for working with payroll in the processing of bimonthly payroll; review and ensure accuracy of approved timesheets; maintain adherence to FLSA, track and deduct garnishments, and other payroll deductions. Submit AP ACH files for 403b, SURS, union dues, and other payroll related vendors.
- Responsible for the coordination efforts between payroll, human resources, business office and other departments to ensure proper flow and maintenance of employee data. Responds to salary surveys and compensation studies.
- Assists in working with SURS on computing and editing of SURS contributions, processing information and appropriate documentation and assists in tracking eligible retirees for 6% SURS penalty.
- Assists with the coordination of open enrollment and benefit related materials and procedures along with recruitment, onboarding/offboarding tasks, and other HR duties in a backup capacity.
- Assists with creating monthly reports for retirees on insurance plans.
- Assists with COBRA, Workers Comp, FMLA, BCBS billings, employee flex spending accounts, employee life insurance accounts and providing and maintaining the College’s 403b plan.
- Maintain process documentation for all aspects of the position.
- Process and distribute Form 1095-C annually
- Manages and processes leaves associated with FMLA, Workers Comp and disability as it relates to required documentation and pay.
- Maintains personnel-related information and files and compiles statistical reports as needed.
- Ensures compliance with Form I-9 Employment Eligibility Verification, periodically audits I-9.
- Assists the Executive Director of Human Resources and Labor Relations with processing requests for information under the Freedom of Information Act (FOIA).
- Keeps abreast of changes in local, state and federal laws and changes in Board policy and union contract language as they pertain to Human Resources functions.
- Complete other duties as assigned.
