Summary of position:
The Department of Community Development is looking for an experienced Financial Analyst to oversee the daily financial and personnel operations of the department, including payroll, accounts payable, accounts receivable, grant and contract processing and other general personnel and administrative activities. The Financial Analyst performs professional level accounting work involving complex financial analysis, financial modeling, budgeting, forecasting, grant financial management and reporting, maintaining accounts and ledgers, while complying with all County, State, and Federal accounting policies. This position will have supervisory responsibilities for assigned subordinate employees.

The Financial Analyst performs professional level accounting work involving complex financial analysis, financial modeling, budgeting, forecasting, grant financial management and reporting, maintaining accounts and ledgers, while complying with all County, State, and Federal accounting policies. This position will have supervisory responsibilities for assigned subordinate employees.
This position will be posted continuously until filled.

The first round of interviews will take place on January 17 and 18, 2024.
Required Education and Experience- Bachelor's degree in accounting, business administration or directly related field and four years of fiscal experience related to area of assignment; OR
- Any equivalent combination of experience and education which provides the applicant with desired skills, knowledge and ability to perform the work.
- Advanced proficiency in grant management and reporting, financial analysis, statistical modeling, forecasting, and preparing and presenting both written and oral reports.
- Advanced proficiency with standard office software and spreadsheets, databases, financial management systems and the ability to learn and adapt to new technologies.
- Previous work experience working for a government agency.

Financial analysis, modeling and forecasting of permitting fees
- Identify, develop, conduct, recommend, and implement fee analysis methodologies utilized to update the Community Development Fee Schedule.
- Identify, evaluate, and monitor validity of key indicators or variables on residential and commercial building permits to simulate scenarios, considering economic and legal changes/impacts, to analyze impacts on multiyear financial forecast.
- Manage the multiyear financial forecast.
- Perform ad hoc analysis and reporting to support special projects for department leadership, including specific permitting trends, analysis on large commercial projects, the creation of visual data displays, and other complex statistical analysis assigned by management.
- Document internal fiscal controls for the permitting system to ensure workflow efficiency and audit compliance for approximately $7 million dollars collected annually in permitting fees.
- Implement approved fees in permitting database.
- Identify, develop, maintain, and train staff on all daily financial operations in permitting database and cash handling.
- Interact with internal and external customers to resolve complex complaints and issues regarding permit fees.
- Prepare invoices for billable permit related transactions, including preparing and mailing monthly invoices, reconciling accounts, resolving uncollected amounts, collection on delinquent accounts, and producing monthly aging reports.
- Prepare invoices for department grants, including maintaining all billing documents; monitoring, tracking, and reporting on grant utilization and forecast projections to grant administrators and department leadership.
- Prepare and maintain grant related financial documentation, prepare annual Grant Accountability Report, and oversee state and federal audit requests and recommendations.
- Oversee all department revenue deposits, including reconciling fund balances in financial management system, establishing, and maintaining records of accounts, general and subsidiary ledgers, complex journal entries and special records to effect proper fiscal control, and complete year end accruals.
- Prepares and monitors department wide budget, as well as identifies and proposes solutions to any budget concerns for department leadership.
- Compile and audit data from all accounting records and permit system revenue records to verify accuracy to report revenue and expenditures for financial statements.
- Oversees the preparation of all monthly financial reports.
- Develops reports and presents to audit staff and/or committees or Boards as appropriate.
