ROLE
We need an experienced Operations Support Specialist to provide technical leadership services related to Delta National Forest to support the Delta Ranger District employees U.S. Department of Agriculture (USDA).

RESPONSIBILITIES
  • Serve as the lead frontline for overall office administration
  • Respond to public inquiries, questions, and concerns via in-person or telephone
  • Assist with daily business operations to improve efficiency
  • Oversee District purchasing needs utilizing a purchase card holder on another unit
  • Prepare, control, coordinate, and assemble information for procurement documents
  • Obtain District Ranger approval on all invoices/bills before processing
  • Pay invoices/bills within 2 days of receipt
  • Review project expenditures by ensuring allocations are not exceeded and surpluses are identified
  • Notify the appropriate staff of any discrepancies in project expenditures
  • Provide recommendations on reprogramming in other areas
  • Manage, receive, and review incoming correspondence (i.e., mail, faxes, controlled correspondence)
  • Distribute documents to appropriate personnel
  • Ensure office supply stock levels are sufficient and office equipment is maintained in working order
  • Plan and perform general property management support services
  • Maintain and dispose of equipment
  • Serve as the District Property Coordinator
  • Process, track, and validate budget-related transactions and resolve inconsistencies
  • Conduct budget planning, formulation, tracking, and work planning via (spreadsheets, FMMI, work plan, etc.)
  • Communicate with internal and external staff members
  • Resolve complaints/inquiries from visitors, internal and external partners, and stakeholders
  • Support Fleet compliance procedures (i.e., compilation/submittal of mileage, annual inspections)
  • Ensure the District Fleet Program is in alignment with program policy and guidelines
  • Maintain District Official Records
  • Assist District employees with storage, retrieval, and disposal of agency records
  • Participate in regularly scheduled staff meetings, family meetings, district events, and safety meetings
  • Document meeting notes when requested
  • Report weekly updates NLT Tuesday of each week
  • Provide constructive feedback to District Ranger on any and all matters
  • Treat all employees and customers equitably and professionally
  • Follow District check-in/check-out procedures
  • Ensure District office is compliant with all facility inspections, OSHA regulations, and Forest Service policies
  • Develop and maintain an effective quality control program to ensure services in compliance
  • Implement procedures to identify, prevent, and ensure non-recurrence of defective services
  • Perform quality control program to ensure work complies with the requirements of the contract
  • Safeguard all government equipment, information, and property provided for contractor use
  • Ensure all materials, government facilities, and equipment are secured at COB

KNOWLEDGE & SKILLS
  • Proficient in office administration duties (i.e., mail processing, record keeping, filing, and budget management)
  • Exceptional customer service skills (telephone and in-person)
  • Detailed-oriented and highly organized
  • Excellent written and oral communication skills

BACKGROUND
  • Progressive and relevant experience

EDUCATION
  • Bachelor’s Degree or higher

WORK HOURS
  • 40 hours per week
  • 8 hours per day, generally between 8 a.m. and 4:30 p.m.
  • May work weekends if travel is necessary

Other Considerations. Applicants will be subject to a background investigation. Individual’s primary workstation is located in an office area. The noise level in this environment is low to moderate. Regularly required to sit for extended periods up to 100% of the time; frequently required to move about to access file cabinets and use office equipment such as PC, copier, fax, telephone, cell phone, etc. Occasionally required to reach overhead, bend, and lift objects of up to 10 lbs. Specific vision abilities required by this job include the use of computer monitor screens up to 100% of the time.
