Purpose of Job
The purpose of this classification is to provide systems development and support utilizing the most appropriate technologies and solutions under supervision of a senior colleague or manager.
Essential Functions
The following functions will be done under senior team member or management supervision:

Creates efficient, accessible, and secure software applications for users and the department.

Evaluates new software and systems to determine if feasible for Knox County needs.

Designs, creates, and tests new software and systems.
-
Maintains, supports, and enhances existing software and systems.
-
Works with users in resolving user/application issues, or to enhance user services
-
Consults with vendors concerning existing, or future software and systems.
-
Integrates software components with third-party systems.
-
Trains users to use software, both third-party and custom designed.
-
Creates technical and end-user documentation, standards, and procedures for reference.
These functions are innate qualities required for the role:

Interested and able to learn new programming languages, technologies and skills.

Manage individual project priorities, deadlines and deliverables.
Additional Job Functions

Respond to and report immediately if called upon by local regional or central office supervisors as part of a coordinated emergency response by the Knox County Mayor’s Office

Ensure regular, punctual attendance during scheduled work hours
Perform other IT Department duties as required

Minimum Training & Qualifications
-
Bachelor's Degree in Computer Science, or related field
Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this position.

- Must have software development background in current technologies, and experience in developing modern transactional applications running against relational and/or non-relational databases.

This position may require you to obtain and maintain Criminal Justice Information Services (CJIS) certification throughout your employment with Knox County IT. This includes, but is not limited to, a favorable background check completed and approved by the Tennessee Bureau of Investigation, successful completion of security awareness training, and a signed TBI Release of Information Form
Acknowledgment within the first six months of hire and biennially thereafter.

This position requires the following physical abilities:
Ability to lift and move equipment and materials of up to fifty pounds and to sit and view a computer monitor for extended periods of time.
