This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
- The successful candidate must be knowledgeable of and experienced with web and desktop application software design and development environments. This is a leadership position and staffing managerial duties are required. Principal responsibilities include:
- Provide guidance for technical staff.
- Experience working directly with engineering teams.
- Experience managing projects across cross-functional teams, building sustainable processes and coordinating release schedules.
- Experience using Agile methodology to deliver products.
- Experience with collecting requirements, reviewing and help writing functional and test specifications, coordinating efforts to scope, schedule and deploy new features sets.
- Coordinate interdependencies across project teams.
- Obtain and provide visibility into progress and impediments, escalating concerns where appropriate.
- Summarize team objectives, iteration objectives and program objectives and communicate them across project teams.
- Coach teams and stakeholders in lean/agile practices and mindset.
- Facilitate communication and collaboration within and around the team (release & sprint planning, user stories, backlog grooming, Agile testing, etc.).
- Identify and remove organization and team impediments and help resolve issues and conflicts – Shield the team from external interference.
- Facilitate system demonstrations.
- Solid understanding of DevSecOps tools and concepts.
- Ability to write and review detailed documentation (requirements documents, weekly/monthly reports, meeting notes, etc.).
- Strong organizational skills with excellent communication (written and verbal), excellent time management skills.
- Familiarity with application lifecycle management (ALM), information management and content management applications.
- Must be able to work independently with minimal supervision as well as working with a team.
- Bachelor’s degree in computer information systems, Business Administration or related discipline.
- Minimum of 7 years of experience in leading Agile Scrum Teams.
- 7 years of IT work experience as an application developer, business analyst, or project manager.
- Candidates without a college degree will be considered but must have at least 10 years of relevant development experience.
- The successful candidate will have experience in the following:
- Previous experience as a development lead or significant development team member and people manager.
- Strong problem-solving skills.
- This position requires the candidate to be able to obtain a Public Trust.
- Experience with service-oriented architecture and web application/services development.
- Experience with source code management tools.
- Experience managing or working with Salesforce.
- Strong written and verbal communication skills.
- Comfortable in Agile Development Methodology, especially Scrum.
- Object Oriented design and implementation experience.
- Knowledge of configuration management practices.
- Excellent verbal and written communication skills, a high level of integrity, critical thinking, and leadership courage.
- Must be able to obtain a Public Trust level clearance.
- Knowledge of web-based team collaboration and project management tools, such as Jira and Confluence.
- Knowledge/experience working with access control/single sign-on systems.
- Knowledge/experience working with version control systems, specifically Subversion, and Git.
- Certified Scrum Master (CSM) certification preferred.
- Candidate will provide their own office workspace location and high-speed internet connection.
