GENERAL JOB SUMMARY:

The Director, Security (MUST have TS Security Clearance) is responsible for the successful development and management of a strong security program in accordance with the National Industrial Security Program Operating Manual (NISPOM), DoD Manual 5205, Vol 1-4; Communications Security (COMSEC) Manual NSA/CSS 3-16, Director of National Intelligence (DNI), Intelligence Community Directives (ICDs), and associated corporate and government policies and directives.

ESSENTIAL JOB FUNCTIONS

  • Responsible for Providing organization security leadership, develops security strategies, and manages program security execution to meet contract and company commitments for KUSD.
  • Responsible for coordinating security Processes and Procedures across KUSD divisions and ensuring all security personnel are complying with Kratos Corporate and KUSD process, procedures and best practices IAW all governmental governing direction.
  • Responsible for maintaining accreditations, developing and managing the full spectrum of security programs required within KUSD, and continuous implementation of DoD security policies and applicable site location requirements.
    • Responsible for security input on proposal development and business growth for classified contracts and advanced/special programs.
    • Administer a comprehensive security education training program, including working with Corporate-wide security professionals, for a united security message including: Compliance with the NISPOM, NISS; DoDM 5205 Vol 1-4; COMSEC Manual NSA/CSS 3-16, Director of National Intelligence (DNI), Intelligence Community Directives (ICDs), and associated corporate and government global policies and directives.
    • Interface with government customers on security related requirements, such as tailored OPSEC plans, System Security Plans (SSP), Standard Operating Plans (SOP), Manufacturing Security Plans, Continuous Monitoring (ConMon), and Plan of Action and Milestones (POAM).
    • Subject Matter Expert on Security Classification Guides (SCG), Program Security Protection Plan (PSPP), and other Government security briefings and guides.
    • Verify and validate that the Kratos security program is compliant with US Government regulations regarding protection of classified materials and information.
    • The Director, Security will be appointed Top Secret Control Officer (TSCO).
    • Division authority on Government information systems: The Defense Information System for Security (DISS), Electronic Questionnaires for Investigations Processing (e-QIP), and other DoD security systems portals and software.
    • The Director, Security must possess and maintain as a minimum, the following accounts: DISS (Account Manager/User), ISFD, SWFT, STEPP must know how to obtain and use ACAVS as well as mentor CPSO/FSO and LSAs.
    • Liaison between Corporate Kratos and KUSDKUSD for CMMC related requirements.
    • Interface with Department of Defense Counterintelligence and Security Agency (DCSA) on issues relating to facility possession of classified information including verifying that all facilities and classified testing/integration and storage meet federal requirements.
    • Works directly with site FSOs and information system security teams responsible for classified information system definition, and annual Defense Counterintelligence and Security Agency reviews/audits.
    • Leads meetings to plan and communicate all aspects of security related projects and program kickoffs.
    • Works with other internal departments to develop security posture.
  • Effectively interface with all levels of management, ensuring Key Management Personnel (KMP) are always briefed appropriately including read-ins for special access programs or any Company vulnerabilities.
  • Must be thoroughly familiar with the business structures of the organization and their legal relationships, and the procedures involved in new acquisitions and closing of existing facilities and contracts.
  • Appoints and nominates personnel for all Defense Counterintelligence and Security Agency (DCSA) accounts. Responsible for training and verification of completion of training for all DISS/ISFD/SWFT users.
  • Perform oversite with on-site security professionals on self-inspections and annual audits/vulnerability assessments.
  • Coordinate with Corporate on global security matters, interfacing with the Legal, HR, and IT departments to ensure compliance.
  • Prepare, issues, and maintains DD254s for subcontractors. Provides input/review of RFPs and contract awards to ensure completeness and correctness. Interfaces closely with the Contracts Division.

Other Job Functions

  • Must be able to attend off-site meetings with the customer or security representatives. Must be able to be part of FBI/Defense Counterintelligence meetings and groups.
  • Key member of the Insider Threat Team.

  • Ability to maintain sensitive and confidential information as required by government standards.

  • Ability to adhere to workplace rules.
  • Active Top Secret Security Clearance
  • Must possess excellent communication skills.

EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Criminal Justice or Business and 10 years of experience in a security related field (preferably within DoD industry or military branch)
  • Demonstrated ability to plan, organize, control, and direct multiple classified security contracts within a secure facility or collateral classified environment.
    • Ability to work with minimal oversight.
    • Must possess and maintain a U.S. security clearance at the Top-Secret level (requires U.S. Citizenship)

PREFERRED EXPERIENCE:

  • ISP training/certificate is desired
    5( ) years DoD contractor security environment a plus.
  • US Military background desired
  • SCI/SAP/COMSEC Experience is a plus.

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS:

  • Office and/or manufacturing or field environment
  • Ability to sit for long periods of time.
  • Ability to perform repetitive motion (keyboarding and computer work, phones, writing and reading)
  • Ability to lift up to 25 pounds.
  • May work extended hours or weekends.
  • May have some exposure to the manufacturing environment with potential exposure to uncontrolled climate conditions and potential exposure to noise, dust and hazardous chemicals/waste.
