Background: KSA is looking for a Financial Analyst for the USMC in Oahu, Hawaii. Please note: this position is contingent upon award.
Defense Policy Review Initiative (DPRI) is a United States Marine Corps (USMC) organization located in Oahu, Hawaii and Guam. DPRI is responsible for the management and oversight of building Marine Corps Base Camp Blaz in Guam. This program consists of over 100 MILCON projects that are being constructed in order to receive USMC forces relocating from Okinawa to Guam, based on a bilateral agreement between the United States Government (USG) and the Government of Japan (GoJ). In order to assist DPRI in executing its program responsibilities, DPRI requires non-personal, technical, and advisory support services in support of our Government Offices located in Oahu, Hawaii, and Guam.
Position Responsibilities:
As the various elements of DPRI are being planned and implemented, there are numerous funding implications and budget issues that must be addressed and managed. DPRI requires financial analysis and budget support to facilitate the programming of future funding requirements, the execution of current year funding, and the tracking of prior fiscal year funding execution.
• Performs routine and recurring financial administration duties which facilitate the conduct of more complex and detailed review and analysis functions conducted by the government.
• Gathers, extracts, reviews, verifies, and consolidates a variety of narrative information and statistical data needed in the formulation and presentation of budget requests.
• Cross-checks the accuracy of budget and program data in related budgetary forms, schedules, and reports.
• Compares figures in current estimates of funding needs by line item or object class with prior year expenditures and brings significant variations to the attention of the government representative.
• Research guides to extract legal, regulatory, program, and budgetary information for use by the client. Prepares summaries of narrative, quantitative, and statistical data in budget forms, schedules, and reports.
• Receives, screens, and recommends approval, disapproval, or modification of budget execution documents when such recommendations can be made on the basis of availability of funds in compliance with regulatory requirements.
• Cradle to Grave funding document support - creates funding documents and purchase orders and routes them for approval, tracks the funding documents through the final approval, submits funding document to the service provider, receives accepted/rejected document, provides document to the respective Comptroller for posting, provides updates on obligations, expenses, liquidations or variations between the three; requests, collects, and submits expense documentation; requests prior year funding and/or current year deficiencies; provides close-out documentation and recoups funding as required.
• Review financial documents to verify budgetary account codes and dollar amounts.
• Gather data from Defense Travel System (DTS) for audits and data calls and serve as a DTS reviewing official for DPRI travel, if requested.
• Runs financial scenarios taking into account construction projects/funding, non-enduring requirements, and enduring requirements.
• Develops Program Objective Memorandum (POM) submissions.
• Develops Budget Exhibits and develops responses to HQMC and Congressional RFIs.
Requirements
Position Requirements:
• Active DoD Secret Security Clearance required.
• Bachelor’s from an accredited institution, plus minimum 10 years of relevant financial analysis or financial management experience.
• Must have experience in MS Excel, to include ability to develop and manipulate pivot tables, charts, functions, complex formulas, and the integration of these products into briefs/presentations.
• At least 10 years of experience analyzing financial data and drawing conclusions.
• At least 10 years of experience compiling figures and reports, maintaining records, and performing other procedural work that represents the transactions of the organization.
• At least 10 years of experience reviewing and applying DoD financial regulations, and procedures associated with recording, reporting, processing, and keeping track of budgetary transactions, etc.
• At least 10 years of experience proficiently using automated databases associated with a specific accounting, budget, or other financial management functions sufficient to input a range of standard information or adjustments, experience with recurring error reports and taking corrective action, and generating a variety of standard reports.
• At least 5 years of experience with USMC and/or DoN, or other service equivalent, planning, programming, budgeting, and execution cycle.
Additional Desired Qualifications:
• Master’s degree from an accredited institution is highly desired
• Proficiency using DTS is highly desired.
• Knowledge of diverse and extensive accounting, budget, or other financial regulations, operations, and procedures governing a wide variety of types of related transactions to resolve nonstandard transactions, complaints, or discrepancies is highly desired.
• Knowledge of Joint Basing is highly desired.
• DoD Financial Management Certification, or valid Certified Defense Financial Manager (CDFM), Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or equivalent certification in a financial-related field highly desired.
