Required Skills and Experience
* Three or more years of experience working as a business analyst using both Agile and Waterfall methodologies.
* Strong knowledge of information systems and business processes.
* Experience with business and technical requirements analysis, business process modeling/mapping, and methodology development.
* Experience coordinating business users, technical staff, and architects to help analyze and define future needs and operations based upon use case and analysis of alternatives.
* In-depth knowledge of business process design and re-engineering.
* Knowledge of data management, data governance and data migration process.
* Experience communicating and working within cross-departmental teams.
* Excellent computer skills, with strong concentration on Microsoft Word, Visio, PowerPoint, and Excel.
* Excellent leadership and negotiation skills.
* Excellent verbal and written communication skills.
* Excellent collaborative and interpersonal skills.
* Excellent critical thinking, problem-solving, and decision-making skills.

* Certified Business Analyst Professional (CBAP) or Professional Business Analyst (PBI) Certificate(s).
* Experience using the Offender Based Information System (OBIS).
* Experience using or managing clients data.
* Knowledge of IT standards in a criminal justice environment.
* Experience providing business analysis in a criminal justice environment.
Primary Responsibilities
* Leading and/or assisting Department staff in business requirements gathering sessions for Joint Application Development (JADs).
* Working closely with customers, stakeholders, and IT software developers to document business requirements.
* Working closely with customers to align technology solutions with business strategies.
* Collaborates and builds trusted relationships with business units, development teams, and other stakeholders to gather, analyze and prioritize work efforts.
* Developing as-is, to-be, and other required business analysis documentation.
* Developing and leading implementation of business process improvement recommendations.
* Serving as a liaison with Department users.
* Analyzing complex requirements to ensure that they are executable, testable, complete, and not ambiguous.
* Defining data exchange requirements.
* Following a standard set of practices that ensure the integrity and quality of project artifacts.
* Managing the expectations of diverse stakeholders and provide regular briefings to client Leadership.
* Working independently as part of a larger cross-functional team.
Education
* Bachelors Degree, from an accredited college/university, in Computer Science, Information Systems, other related field and three years of relevant work experience, or five years of equivalent work experience.
