WHO WE ARE: La Clínica de La Raza is a community-based health center committed to providing culturally appropriate, high-quality, and accessible health care to the diverse communities of the San Francisco Bay Area.  We have spent over 40 years advocating for and creating a health home for the many that have been denied access to care.  As health care activists, we are dedicated to making sure individuals who do not have health coverage get the same level of quality healthcare as those who have it.   From our genesis as a community health center in 1971, we understood that we cannot heal our communities without also addressing the economic and social factors that affect health. Many times, this requires that we go outside and provide services in other settings to build the bridge that links individuals to our health center for preventive and primary care.  Over 90,000 individuals come to La Clínica because it is a welcoming place that addresses the whole person, coordinating and connecting them to a broad network of services to improve and maintain their health and well-being.  While we are still known for our activism and spirit of social justice, we are also proud to have grown into a sophisticated provider of primary health care services with 35 sites across Alameda, Contra Costa and Solano counties.

POSITION SUMMARY: Under the direction of the Director of Behavioral Health, provides leadership to multiple complex program development and system transformation Behavioral Health projects, ensuring that they are planned and executed in a manner that supports the achievement of their project deliverables on time and within budget.  Projects assigned are broad in scope, focus on program development, have high impact, and may involve multiple functional areas and/or span across service areas. They are complex and multi-faceted with complex and diverse project scopes where analysis of data requires in-depth evaluation of various factors. Exercises judgment within broadly defined policies in developing methods and techniques for prioritizing and obtaining project results. Assists in developing and managing the organization’s program development prioritization and scheduling processes to ensure that projects are in line with the organization’s strategic and business plan, and other executive directives. Utilizes persuasion, influence, and communication skills to engage stakeholders to drive system transformation.

 

MINIMUM QUALIFICATIONS

  1. Master’s degree in Public Health, Public Administration, Business, or related field from an accredited university.
  2. Progressive experience in healthcare administration, department operations and specifically in relating to multiple areas of operations for project planning, budgeting, and implementation.

 

KNOWLEDGE, SKILLS AND ABILITIES 

  1. Proven ability to determine key business issues and develop effective action plans from multi-disciplinary perspectives.
  2. Demonstrated ability to conduct and interpret quantitative and qualitative analyses.
  3. Excellent leadership, project management, and consulting skills. 
  4. Excellent verbal and written communication and interpersonal skills such as customer service, team building, group facilitation, and conflict resolution skills.  Ability to make presentations before large groups and provide training.
  5. Ability to exercise good judgment and political astuteness. Ability to adapt to changing priorities in managing a range of projects.
  6. Ability to work at a highly functional level under pressure to meet deadlines.
  7. Proficiency in Microsoft Office; working knowledge of MS Projects highly desirable.

 

DUTIES & RESPONSIBILITIES:

  1. Provides general oversight and leadership to manage or coordinate multi-disciplinary teams, and interfacing with outside vendors as needed, to achieve successful program development and project completion.  
  2. Assists in developing and managing the organization’s project prioritization and scheduling processes to ensure that projects are in line with the organization’s strategic and business plans, and other executive directives.
  3. Establishes effective professional business relationships with all levels of the organization and external parties.
  4. Assists in development and adherence of best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.
  5. Engages Behavioral Health Leadership to develop project documents (charter, plan, budget, etc.), sets up work teams for assigned projects, bringing together the necessary analytic support services and technical expertise to achieve goals of the specific projects.
  6. Manages relationships with project stakeholders, including internal and external clients and vendors, keeping stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables.
  7. Creates work plans and task assignments that are required to achieve goals of the projects.
  8. Effectively communicates and manages project expectations to project stakeholders in a clear, concise, and timely manner.
  9. Where required, negotiate with department managers for use of personnel from within the organization to work on specific projects relevant to those departments.
  10. Uses discretion in evaluating progress of projects and recommending modifications or major revisions in time commitment and resource allocation to the teams and obtaining necessary approvals from executive management for changes.
  11. Facilitates timely resolution of major problems encountered by project teams.
  12. Motivates team members and facilitates team meetings. Acts as liaison, problem solver, and facilitator to ensure readiness of systems within the department/s to implement the project.
  13. Accountable for the development of project documentation for Executive Team members and other key clients to report progress of the individual projects.
  14. Assesses impact of project on workflow and develops necessary changes in processes with the team, to ensure successful implementation of project and positive outcomes. 
  15. Plans and facilitates meetings, makes formal presentations to various senior level audiences, as well as user groups, to instruct and inform stakeholders of the details of the projects.
  16. Develops appropriate training programs for different levels of audiences to facilitate successful implementation of individual projects. 
  17. Coaches, motivates, and mentors staff in the departments/areas during the implementation process to ensure a consistent level of excellence in project outcomes.
  18. Supervises staff as necessary and as assigned to complete specific projects.
  19. Performs other tasks as assigned by the Director of Behavioral Health.
