POSITION TITLE:
Executive Director, Student Programs
JOB DESCRIPTION:
Primary Purpose: Provide leadership in the assigned areas of responsibility which include but are not limited to Special Education, Technology Development and Advanced Studies by working collaboratively with the Chief Student Services Officer, Executive Director of Teaching and Learning, and Area Superintendents.
RESPONSIBILITIES:
Major Responsibilities and Duties
Provide collaborative administrative leadership by working with principals and staff to develop, implement, improve and supervise high quality educational support programs and services.
Provide administrative direction and support for assigned areas of responsibility including but not limited to the Departments of Special Education, Technology Development, and Advanced Studies.
Coordinate the services of staff in the assigned areas of responsibility.
Coordinate the activities of the assigned areas of responsibility with other departments, schools and outside agencies as necessary.
Work positively with a diverse range of parents, staff, agencies and community members to establish healthy involvement in planning, implementation and evaluation of programs.
Work with others to create a shared vision of instructional excellence; develop the partnerships, resources, and capacities to make the vision a reality.
Assist with long-range strategic planning and developing budgets, plans, policies and activities.
Monitor current programs for operational effectiveness and makes changes or recommendations for improvement.
Recommend needed changes in policy appropriate to assigned areas.
Interpret programs in the assigned areas of responsibility to the Board, administration, staff and the public.
Monitor and make recommendations on staffing needs in the assigned areas of responsibility.
Develop and manage multiple budgets in conformance with budget allocations, district fiscal procedures, and state and federal fund source restrictions.
Ensure timely responses to Federal, State and local grants and reporting requirements.
Assume responsibility for compiling, maintaining and filing all reports, records and other documents legally required or administratively useful.
Ensure TEA compliance in areas of responsibility.
Serve on a variety of committees and task forces related to district operations; represent the district on community committees and activities as required.
Articulate district and department missions and goals to staff and parents.
Collaborate to plan and implement appropriate and relevant staff development for assigned areas of responsibility.
Subscribe to and practice a philosophy of teamwork and professionalism.
Serve as a visionary leader able to work collaboratively with diverse students, staff, families, and communities to prepare learners for the 21st century.
Attendance at work is an essential function.
Other duties as assigned.
Supervisory Responsibilities:
Supervise and evaluate the performance of assigned staff in accordance with district policy
EXPERIENCE:
Minimum Experience:
Three years of successful experience as a public school district administrator
QUALIFICATIONS:
Minimum Education/Certification:
Master’s degree or higher from a recognized, accredited college or university
Valid Texas Administrator’s Certificate preferred
Special Knowledge/Skills:
Skill in establishing communication and collaboration between and among various departments to ensure effective program implementation
Skill in implementing integration and interaction of vertical and horizontal systems to guarantee the support of high student achievement and customer satisfaction
Thorough working knowledge of the Texas Education Code as it applies to HB5
Ability to develop and implement long-range plans
Demonstrated ability to work with outside agencies in all areas of student support and administrative training
Demonstrated ability to communicate, mediate, and problem-solve
Capacity to integrate multiple departments into an effective unit
Proficient in student management software such as Skyward or other similar programs
Able to design and implement effective systemic approaches to TEA mandates, such as HB5

Effective communication; ability to maintain emotional control under stress; ability to work with frequent interruptions; frequent district-wide travel; moderate standing, walking, bending, lifting; prolonged sitting and use of computer; repetitive hand motions.
