JOB DESCRIPTION:


Primary Purpose: Responsible for accurately maintaining the district’s position control system to support effective personnel management and strategic planning within the district.


RESPONSIBILITIES:


Major Responsibilities and Duties
File Management
  • Maintain the district position control data system in an accurate and efficient manner, ensuring all positions are accurately recorded and classified.
  • Coordinate with hiring managers to manage position allocations and staffing levels.
  • Ensure data integrity in the District’s HRIS by identifying and resolving data discrepancies.
  • Receive and process all personnel requisitions including reconciling vacancies with approved staff allocations, verifying accuracy of information, and adding new positions as directed. Identify and resolve inconsistencies.
  • Assist with compiling and maintaining data/reports related to staffing projections.
  • Assist with preparing and submitting class size waivers.
  • Monitor and track all changes to staffing positions, including but not limited to new positions, reclassifications, and reductions.
  • Monitor staffing levels on an ongoing basis. Compile staffing data and prepare status reports as required.
  • Work collaboratively with the Budget Department to complete an annual budget projection.
Reports and Correspondence
  • Prepare and distribute annual position assignment notices.
  • Generate regular and ad-hoc reports on staffing and position control data for HR and district leadership.
  • Analyze staffing patterns and provide insights to support strategic decision-making and budget planning.
  • Compile, maintain, and file all reports, records, and other documents as required.
Compliance and Documentation
  • Ensure all position control practices comply with district policies, state regulations, and federal laws.
  • Maintain accurate and up-to-date documentation of position control processes and changes.
  • Assist in preparing documentation for audits and other reviews as required.
Budget and Payroll Coordination
  • Collaborate with Finance and Budget to align staffing positions with budget allocations.
  • Assist in the development and monitoring of the district’s staffing budget.
Employee Support
  • Serve as a resource for staff and administrators on position control and staffing-related inquiries.
  • Provide guidance on position control procedures and policies to ensure district-wide consistency.
  • Participate in HR projects and initiatives to enhance position control processes and systems.
Other
  • Maintain confidentiality.
  • Follow district safety protocols and emergency procedures.
  • Attendance at work is an essential function.
  • Other duties as assigned by supervisor or designee.

EXPERIENCE:


Minimum Experience:
  • Three years of experience related to staffing, position control, or human resources preferred

QUALIFICATIONS:


Minimum Education/Certification:
  • Bachelor’s degree
  • Valid Texas driver’s license
  • Eligible for coverage under the District’s vehicle insurance program
Special Knowledge/Skills:
  • Ability to use software to develop spreadsheets, databases, and do word processing
  • Ability to perform basic math
  • Ability to understand and follow detailed written or verbal instructions
  • Ability to perform a variety of tasks often changing assignments on short notice with little or no direction
  • Excellent organizational skills
  • Proficient in keyboarding, 10-key numerical data entry, and file maintenance
  • Effective communication and interpersonal skills

Working Conditions
Mental/Physical Demands/Environmental Factors:
Ability to concentrate (detailed work), communicate effectively (verbal and written); interpret policy, procedures, and data; reason, understand verbal instructions, analyze, differentiate, memorize, read, coordinate district functions, compile, compute, instruct, and maintain emotional control under stress.
Light lifting (15 pounds and under), pushing, reaching above shoulders, use of fingers, specific visual requirements (using computer), specific hearing requirements (oral and phone conversations), frequent or prolonged work hours.
