Duration: full time direct hire
 
Working Title: Water Quality Division Director
 
Client is seeking a Water Quality Division Director dedicated to leading and overseeing water, sewer and reclaimed water services and compliance initiatives in a fast-paced, team-oriented, dynamic environment. Responsible for ensuring talent development, skills enhancement, and succession planning are in place while creating a strong culture of innovation, continuous learning, and agility. The Water Quality Division is responsible for providing regulatory compliance assurance, monitoring, analyses, scientific studies, and evaluation services in support of the drinking water and wastewater treatment facilities. This individual will work with teams to ensure the Department is compliant with state and federal environmental regulations and rulemaking. Work is performed with considerable independent judgment and initiative exercised in carrying out leadership initiatives and the daily operations of the Division. The candidate must be a proactive and positive communicator who is approachable and can foster a teambuilding environment.

Private Sewer Lateral Program
Septic-to-sewer program
Industrial Pre-treatment Program
Reclaimed water master plan implementation
Water and Wastewater Facilities master plan implementation
Regional Resource Recovery Facility to collect and manage countywide biosolids and organic waste streams
 
 
Position Specific Qualifications
 
Experience – Managing technical, supervisory, and professional functions in water quality, water and wastewater utilities treatment that includes formal supervisory training or 1 year of team leadership or supervisory experience.
 
Educationdegree technical science, environmental management, or related field.
 
  • 8 years of experience as described above.
  • Associate degree and at least 6 years of experience as described above.
  • Bachelor’s degree and at least 4 years of experience as described above.
  • Master’s degree and at least 2 years of experience as described above.
  • An equivalent combination of education, training, and/or experience.
 
Additional Requirements
 
  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
 
Highly Desirable
 
  • Demonstrated success in implementing EPA and FDEP rules, rule revisions, and regulation requirements for water and wastewater treatment facilities and systems.
  • Proven track record of providing expertise and guidance to meet upcoming environmental rules and regulations.
  • Strong knowledge of Florida Administrative Code and NELAP a plus.
  • Significant knowledge of and experience with utility water and wastewater systems, facilities, and programs.
  • Experience with environmental permitting related to utility projects, initiatives, and programs.
  • Experience with the implementation of strategic initiatives for process improvement.
  • At least 8 years of proven successful leadership and supervisory experience leading teams and projects.
  • Excellent ability to listen, communicate and lead.
 
Illustrative Tasks
 
  • Makes important procedural and operational recommendations and decisions to ensure maximum workflow efficiency;
  • Provides recommendations, presentations, and reports on utility programs and functions to internal staff, Board of County Commissioners, and inter-agency organizations.
  • Provides recommendations and comments to proposed rulemaking, draft permits, and draft ordinances.
  • Oversees the development of guidance documents, plans, and procedures to address changes to regulatory rules.
  • Leads and participates in various cross-departmental teams to implement strategic plan initiatives, specialized projects, policies, and resolve complex issues.
  • Develops and implements policies, programs, and business processes necessary to provide cost-effective, quality water and wastewater services to the customers of County.
  • Develops and monitors departmental performance metrics ensuring alignment with the Utilities strategic plan.
  • Manages, supports, and guides subordinate staff in project development and implementing strategic plan initiatives.
  • Provides solutions to challenges, concise communication, and reports on a variety of planning related functions.
  • Recommends policy and procedure changes or appropriate actions in alignment with the County and Department strategic plans, mission, vision, and values.
  • Establishes SMART goals and objectives to manage performance of the team and Division.
  • Manages the Division budget.
  • Ensures Department staff are trained and promotes training opportunities.
  • Ensures the laboratory remains NELAP-certified.
  • Holds routine Division meetings and demonstrates effective communication with staff.
  • Develops, manages, and negotiates agreements.

  • Ability to effectively lead and develop cross-divisional project teams.
  • Ability to plan, supervise and coordinate technical and administrative programs.
  • Knowledge of budget management and successful contract management, as applied in the Water Quality Division.
