Who we are looking for

The Proposal Manager will work closely with the business development team and selected proposal team members to ensure efficient and effective proposal responses that meet all compliance requirements. Reports directly to the head of Publications Department.

This position is primarily remote / telecommute, with occasional meetings in Arlington, VA.

Description/Responsibilities:

  • Work cooperatively and effectively with internal and external Capture Leads to produce compliant, compelling, competitive, and winning proposals in a highly demanding and dynamic work environment.
  • Evaluate key bid opportunities with Business Development, Project Management, and Market Leads to lead the process of preparing and submitting successful proposals.
  • Lead proposal teams and work with staff [internal and external (subcontractors)] to ensure all proposal volumes are submitted prior to proposal/volume due dates.
  • Lead proposal development from Solicitation Request for Proposal (RFP) to proposal submission. This includes application of comprehensive knowledge generating and managing schedules, volume outlines, and compliance matrices in accordance with all stated requirements in RFP Sections L and M.
  • Translate technical information into clear, effective documents for inclusion in proposals, which will be reviewed by proposal color team for compliance. Work closely with technical points of contact (POCs) and Solutions Architects as required to ensure technical compliance and intuitive technical communication.
  • Facilitate and lead Color Team Reviews to assess written content for compliance to the RFP requirements.
  • Design/write/edit tables, graphics, matrices, charts, past performance descriptions, and resumes for proposals, to include translating technical information into clear, effective documents for inclusion in proposals.
  • Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings; transmitting proposals.
  • Ensure effective, efficient, and accurate proposal generation process that meets demanding deadlines.
  • Participate and lead strategy sessions on assigned proposals to develop win themes, and other strategic approaches to developing a winning proposal.
  • Participate in proposal review meetings to ensure integration of all proposal activities.
  • Collaborate with Publications Manager to modernize and maintain a proposal repository with standard proposal artifacts that are commonly included in most proposals (e.g., management approach, task order process, quality, risk management, transition); and support continuous improvement of proposal process.
  • Utilize prior knowledge and experience to help lead, inform, and share "lessons learned" to those preparing business unit proposals.

Required Skills and Experience:

  • 5 years of proposal development and management experience in a Department of Defense (DoD) services/contracting organization.
  • Excellent organizational and leadership abilities.
  • Clear understanding of the Shipley process for color team reviews and be able to adapt to varying proposal timelines and complexities.
