Pay Range
$114,630.00 - $148,488.00 Annually for the 390.1 level
$138,750.00 - $179,736.00 Annually for the 390.2 level

Job Description
We have an opening for an Engineering Technical Supervisor. This position will perform a complete range of both programmatic activities and administrative supervision as part of the National Security Engineering Division (NSED) management team for work efforts generated at the High Explosives Applications Facility (HEAF) by all programs. In the technical role, the selected candidate will work independently with general direction to provide complex programmatic support to Weapon Physics and Design Program (WPD) within the Weapons and Complex Integration (WCI) Principal Directorate. In the supervisory role, you will exercise a high degree of independent judgment, discretion and oversight of personnel related functions including interview and selection, training, performance evaluation, salary recommendations, promotions, and safety requirements defined by Laboratory policy. The selected candidate will interact closely with Division and Program management to ensure all technical staffing needs are met for successful completion of programmatic mission and milestones. This position will report programmatically to the High Explosives Applications Facility (HEAF) Head Experimental Lead and administratively to the Division Superintendent of the National Security Engineering Division (NSED) in the Engineering directorate.
This position will be filled at either level depending on your qualifications. Additional job responsibilities (outlined below) will be assigned if you are selected at the higher level.
In this role you will
- Collaborate with the technical staff to apply innovative technical expertise on the definition of functional requirements, solve complex technical and resource problems, and evaluate alternative design concepts consistent with schedule, cost, and material limitations.
- Manage the HEAF Machine Shop Operations including work planning and the delegation of work to employees, managing shop consumables, and overseeing the PM and repairs of machine tools.
- Provide direct administrative supervision and oversight to a minimum of 8 individuals in mechanical, TRR and electronics support personnel participating including personnel actions and administration of policies and procedures.
- Perform personnel related functions including hiring activities, performance evaluation, peer grouping, salary management, promotions, and fostering staff development.
- Participate in planning, budgeting, decision making, and change processes.
- Maintain close working relationships with group leaders and program management to ensure timely, cost-effective execution of supportive engineering services.
- Develop, prepare, present, and participate in required design reviews, reports, procedures, and other communications in support of technical and administrative assignments.
- Provide technical leadership of the engineering design, fabrication, and assembly processes, ensuring the quality is produced in adherence to Programmatic Standards.
- Perform other duties as assigned.
Additional job responsibilities, at the 390.2 level
- Provide highly advanced technical and related administrative oversight and supervision in the areas of applied engineering technology including planning, design, fabrication, assembly, project support, testing, and evaluation where the qualitative and quantitative complexity of the project assignment demands original and innovative problem solutions.
- Represent division and program at meetings, briefings, and other activities both internal and external to the Laboratory.
- Partner with Administrative and Programmatic Senior Leadership for long-range strategic planning to establish and ensure department’s missions, goals and work activities are met.
Qualifications
- This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.
- Bachelor's degree in Engineering Technology or an equivalent combination of education and significant related experience.
- Experience providing administrative and technical leadership through the effective utilization of people and available resources.
- Experience in handling high explosives assemblies as well as the ability to obtain certifications in high explosives handling.
- Significant experience in machine tool and welding fabrication techniques.
- Advanced verbal, written, feedback, and presentation communication skills to interact effectively with people at all levels and ensure that program requirements are conveyed in a timely manner.
- Advanced interpersonal, facilitation, and collaboration skills necessary to effectively communicate, present, and explain technical information and provide feedback to direct reports.
- Ability to obtain and maintain certification as a Mechanical Competent Worker.
- Ability to travel.
Additional qualifications at the 390.2 level
- Extensive experience working in multidisciplinary teams.
- Substantial experience making independent fundamental decisions regarding highly complex technical problems and meeting project requirements and deadlines.
- Highly advanced verbal, written, feedback, and presentation communication skills.
Qualifications We Desire
- Current or prior supervisory experience or substantial leadership roles.
- Familiarity with work control processes at High Explosives Applications Facility (HEAF).
- Knowledge of the approval process of entry into the 300 series classification by the Exempt Review Board in Engineering (ERB).
- Experience with programmatic elements associated with the Weapons and Complex Integration Principal Directorate (WCI), i.e., Weapon Physics and Design Program (WPD), Weapon Technologies and Engineering Program (WTE), Chemistry and Materials Science, and other experimental activities.
