We are seeking a Contracts Manager who will oversee the Contractual obligations of the organization. The position ensures that the organization is in compliance with all contractual agreements and the rules and regulations of regulatory agencies. The Contracts Manager provides guidance for the Executive Management team on matters relating to contracts and compliance. This position reports directly to the Executive Vice President and Chief Financial Officer. They will work as a team player and part of the Finance Contracts and Administration Department (FCA).
ESSENTIAL DUTIES & RESPONSIBILITIES:
Develops, redlines and manages all contract vehicles between the organization and client agencies, vendors and business partners. Negotiates contractual elements to protect and support the organization against financial and operational risk
Reviews all proposals and bids to ensure the most beneficial terms and conditions are captured. Participates, as necessary, in meetings to provide internal and external customer with current status and to ensure understanding of contractual commitments and/or issues
Meets with Contracting Officers/Contracting Officer Representatives on a routine basis, ensuring the organization is in compliance with all contracts and ensuring a mutually beneficial working relationship.
Leads New Contract Internal Kick Off
Oversees Contract Administration to included project set-up, workforce set-up, maintenance of contract awards documents, modifications, partner agreements and subcontract management; contract administration module in Deltek CostPoint
Systems administrator for all contracts systems
Assist in management of contract repository, ensuring consistency and best practices are followed
Ensure contracting policies, processes and practices are current and in alignment with industry best practices and LCG standards
Act as a subject matter expert, providing contract guidance to other business units
Mentor Contract Administrators and other team members on a day-to-day basis
MINIMUM EDUCATION, SKILLS & EXPERIENCE:
Bachelor degree required; Advanced Degree Preferred
A minimum of 10 years’ experience in a position with hands-on management and review of contracts and management of compliance programs.
Strong familiarity with Government Regulators such as SBA, DCAA, GSA, NITAAC, HHS, etc.
Knowledge of Federal Acquisition Regulations (FAR), Non-Disclosure Agreements (NDA), Teaming Agreements (TA), Master Services Agreements (MSA), and corporate compliance regulations and submission required.
Highly skilled in the art of communication, analysis, negotiations, evaluation and presentations, including respectful and professional behavior demonstrated at all times.
Strong analytical and problem-solving skills; ability to effectively resolve issues
Proven sound judgment, work ethic, and professional integrity with exceptional attention to detail
Ability to foster strong relationships with internal and external stakeholders, including executive team relationships
