The Legislative Counsel Bureau (LCB) is seeking qualified applicants to fill a Personnel Analyst/Human Resources Generalist position. The LCB is a nonpartisan legislative service agency that provides professional, technical, and administrative support to the Nevada Legislature, which meets every other year (biennially) for 120-day sessions and for rare special sessions during interim periods. The LCB is organized into five divisions (Administrative, Audit, Fiscal Analysis, Legal and Research) and the State Printing Office, all of which are overseen by the Director. The LCB's main offices are located at the capitol complex in Carson City. Additionally, the LCB maintains offices in the McCarren Center in Las Vegas to better serve legislators and constituents in Southern Nevada.

Position Description: The Personnel Analyst/HR Generalist works under the direction of the Carson City-based HR Manager and Chief HR & Contracts Counsel. This is a full-time, onsite position located in the Carson City office.

Responsibilities: This list provides a range of the duties performed by the Personnel Analyst/HR Generalist; it does not include all the essential functions of the job.

· Foster a positive and inclusive work environment that promotes teamwork, collaboration, and can-do, problem-solving ingenuity.

· Manage the recruitment process and onboard new hires

· Maintain confidential personnel files, ensuring accuracy, completeness, and compliance with record retention policies.

· Assist with developing and delivering staff training and development opportunities, on subjects such as antiharassment and retaliation, use of employee-facing HR Management software, supervisory skills, disability accommodations, legislative employee ethics, and more.

· Receive, respond to, and document employee concerns, accommodation and FMLA requests, policy questions, etc.

· The Personnel Analyst/HR Generalist will not manage payroll functions (we have an Accounting Unit for that), but needs to become familiar with the LCB’s compensation and benefits packages and may be called upon to conduct compensation studies to ensure our recruiting efforts are competitive and successful.

Qualifications and Skills:

· Understanding of and experience applying employment laws and HR best practices

· Good judgment, discretion, and professional ethics.

· Exceptional communication skills, including the ability to present information to groups and to speak and write clearly

· Exceptional interpersonal skills, ethics, and an aptitude for problem-solving.

· Bachelor’s degree in human resources, business, or related field and two or more years of relevant, progressively responsible experience or an equivalent combination of education and experience.

· HR certification from a nationally recognized professional organization is preferred but not required.

Salary and Benefits: The salary for this position is a Grade 36, which has an annual salary of approximately $60,635 to $90,180 based upon the employee/employer paid retirement option. An employer-paid contribution plan is also available with a reduced salary in lieu of an employee contribution. Actual starting salary will be determined based upon experience.

Benefits: The State benefits package includes enrollment into the Public Employees' Retirement System (www.nvpers.org), a selection of Public Employee’s Benefits Program health insurance plans (www.pebp.state.nv.us), twelve paid holidays, paid annual leave and sick leave. Other optional voluntary benefits are also available, including a deferred compensation program.

Working Environment: The work is performed in a typical office environment. Overtime may be required, including after hours and on weekends, especially during peak times of the year in preparation for and during legislative session.. Overtime is compensated at time-and-a-half pay or may be stored as compensatory leave.
