Leidos has an exciting opportunity for a TS/SCI cleared Technical Project Manager with Systems Engineer (SE) experience supporting the National Media Exploitation Center (NMEC) under our 10-year DOMEX Technology Platform (DTP) contract.
As the Technical Project Manager, you will support a team to develop and deliver capabilities while managing risks, escalating impediments, and helping to drive continuous process improvement. You will interact directly with customers (e.g., end-users, system owners, stakeholders, etc.) and enterprise architects as part of providing full end-to-end systems engineering leadership. You will support a variety of management activities and practices with a team of about 20 highly motivated, technical individuals who work in a collegial, collaborative work environment. This exciting and motivating team includes software developers, network engineers, agile scrum-masters, data analysts, and outreach specialists, Project Scheduler, and Project Controller. Work is primarily conducted on-site at our client location in Bethesda, MD or at Leidos offices in Northern Virginia. We offer a flexible schedule and, occasionally, some tasks may be performed remotely. Percentage of remote work will vary based on client requirements/deliverables.
Your key role is to provide technical and management oversight of the Task Order ensuring deliverables are provided on schedule and within budget. You will utilize your project management and engineering background to accomplish the following :
Take the lead on program initiatives and task order lead activities such as:
Create a plan with the program staff for milestones and deliverables
Constantly check in with the team on task progress
Facilitate meetings to help move the team forward on tasking and help remove blockers
Create status reports for customer
Schedule TEMs with customer and partners, if needed and moderate the sessions
Attend customer meetings to provide status and communicate risks/roadblocks
Provide support to Program Management Office (PMO) to create customer and internal Leidos presentations including program roadmap, program review, staffing plan, etc.
Update and maintain program risk register
Help facilitate and participate in Program Increment (PI) Planning
Provide support to task order lead and IDIQ PMO with any PM related activities
Provide support as Control Account Manager for several accounts under the task order
Managing, directing, coordinating, and providing technical direction for all aspects of NMEC's Data Catalog solution.
Coordination, and execution of systems engineering activities such as feature/requirements analysis, design, implementation planning, integration and test, sustainment, documentation, deployment, and system assessments
Lead program increment vision and planning for the team. Lead the team to deliver capabilities within time-boxed (e.g., agile) sprints and releases. Lead and manage sprint and release planning activities as well as the creation of and/or input to work tickets (e.g., JIRA) along with program/system documentation using collaboration software (e.g., Confluence)
Assist in establishing Systems Engineer processes and tools to accomplish analysis, problem diagnosis and solution design, integration and test preparation, risk assessment and mitigation planning, and related activities
Establish and ensure systems engineering processes comply with CMMI certification requirements as well as audit activities.
Where applicable, support and employ Model Based Systems Engineering (MBSE) approach for systems planning, design, execution, and sustainment
To be successful in this role you need these skills (required):
BS in Business, Engineering, Computer Science, Systems Engineering, or related field or equivalent experience with 12 years in software development, system engineering or related field
Must possess TS/SCI clearance with the ability to obtain and maintain TS/SCI with Polygraph.
Minimum 5 years of experience leading technical teams
Experience with SAFe agile practices
Experience with people management
Experience with project schedule and cost management
Experience with customer interaction and gathering requirements and customer priorities
Excellent written and verbal communication skills, with strong attention to detail
Self-motivated, creative, organized, and able to accomplish tasks under limited supervision
Ability to work in a dynamic, fast paced environment
Key technical skills includea high proficiency inMicrosoft Officeproducts and SharePoint

Experience with Gitlab (workflow), JIRA, and Confluence
Familiarity with earned value management (EVM)
PMP certification
Software development/coding experience with programming languages such as Python, Java, and React
Experience with database systems, search engines, model view controller (MVC); web applications
Experience in a Linux Red Hat and Centos environment
Experience with big data applications
Experience with cloud-based architectures
Scaled Agile Framework certification (SAFe Agilist or other)
Familiarity with continuous integration/continuous development tools (Jenkins, Bamboo, or equivalent)
Data processing microservices as well as optimum search capabilities
Interactions of software, hardware, and data storage components as well networking strategies within high scale data processing pipeline
UX/UI designs and interactions with other system components
