Center ISSM Lead/SME

Description The Defense Group at Leidos as an exciting opportunity as an ISSM Lead/SME on our GSM-O II IDIQ contract’s Joint Service Provider (JSP) Cyber Security Task Order in Alexandria, VA. JSP provides a full range of IT products, services, and solutions and customer services to the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS) and the Joint Staff (JS), Director of Administration (DA), Pentagon Force Protection Agency (PFPA), Washington Headquarters Services (WHS), and other OSD offices for them to meet mission and business requirements. Through the JSP Cyber Security program, JSP performs a wide variety of services and functions required to secure the information security posture for DoD services.This Task Order has 100 FTEs working to ensure JSP’s Cyber Security program adheres to JSP, DoD, and National Institute of Standards and Technology (NIST) approved cyber society, information assurance (IA) architecture, policies, programs, standards, and guidelines.  The ISSM Lead/SME will be responsible for the ISSM organization that will support the JSP Information System Owners to coordinate, review, validate, and approve all activities, which contribute to the assessment and authorization of automated information systems throughout DISA JSP.  This is a hybrid position allowing 50% remote work after a brief ramp-up period (first 2-3 weeks will be 100% onsite during onboarding, then time will be split 50/50 onsite/remote).Primary Responsibilities:Lead the team responsible for the ISSMs supporting JSP.Establish a centralized ISSM pool to support JSP Information System Owners to coordinate, review, validate, and approve all activities, which contribute to the assessment and authorization of automated information systems throughout DISA JSP. Expected to be able to address anything from physical security matters to information assessments, security tests and evaluations, preparation of Contingency Plans, and administration of Life Cycle Management and Configuration Management documentation. Assess the vulnerability of AISs. Recommend and implement changes to IT systems in accordance with the DoD directives.Function as a technical specialist and assess the risk management security and contingency planning programs. Implement measures to protect data from physical destruction or theft.  The contractor ISSM shall ensure that back-up procedures are in place for recovery from loss, destruction of data and program files, or from physical damage. Implement SOPs and periodically tests recovery procedures to make sure recovery procedures are operational. Develop policy and guidance and establish implementation and oversight plans to ensure compliance with Risk Management requirements.Coordinate the review and evaluation of cyber security programs and effectiveness of implementation; identify problem areas; updates and establishes new requirements in response to new technologies and threats; and make recommendations to achieve a fully compliant IT architecture. Develop Systems Security Contingency Plans and Disaster Recovery Procedures.Develop and implement training and awareness programs to ensure that systems, network, and data users are aware of, understand, and adhere to systems security policies and procedures.Basic Qualifications:Bachelor's degree in IT-related field and 12 years' experience in the Cybersecurity area. Additional years of applicable experience may be accepted in lieu of a degree. Top Secret (SCI eligible) security clearance required prior to start.DoD 8570 IAM/IAT Level III certification (CISSP or CISM required) prior to start.CE/OS certificate within 6 months of hire.10 years' experience with technology.8 years' experience with IA technology.5 years' experience with Risk Management Framework experience.5 years' of project management work experience.Expert knowledge of NIST SP 800-37, CNSSI 1253, FIPS 199 and NIST SP 800-53Knowledge of the DoD Risk Assessment Methodology (DRAM) and POAM tracking.Expert in RMF and DIACAP accreditation processes.Preferred Qualifications:PMP CertificateGSMOExternal Referral Eligibletn10Pay Range:Pay Range $118,300.00 - $182,000.00 - $245,700.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
