Purpose

This position is responsible to support the AZ/TX State President for all regulatory affairs and rates functions for Liberty. Develop and direct regulatory and governmental outreach, rates filings, and regulatory filings required at the state level. Has primary responsibility for maintaining the relationship with local regulatory commissions/authorities and other key partners while ensuring that the policies and procedures of the organization align with all applicable laws and regulations. Provide regulatory leadership and advice to ensure regulatory compliance and to maximize earnings.

Accountabilities

  • Leads all aspects of the company’s regulatory application process to obtain all necessary permits, licenses, certificates, authorizations, and rate approvals.
  • Establishes and maintains good relationship with regulatory authorities.
  • Liaises with regulatory authorities and commission staff and participates in industry forums to influence regulatory policies.
  • Lead all rate making activities
  • Develop tactics to maximize rate recovery of prudently incurred capital and operating expenses
  • Participate in industry associations and develop leadership positions for Liberty Utilities
  • Act as primary witness on rate and regulatory related filings at the local regulatory commissions
  • Ensure alignment of regulatory strategies to all key functional areas to ensure regulatory compliance and to maximize shareholder value
  • Provides advice to company’s management on emerging regulations and developments in industry.
  • Oversees the review and interpretation of new pending laws and regulations, which potentially affect the organization's business practices, and coordinates the development or revision of policies, procedures, contracts, and agreements to ensure compliance
  • Research and monitor up-to-date information regarding federal, state and applicable laws and regulations as they relate to filing requirements for regulated utilities. Updates key management on regulatory changes, developments and implications of new requirements on functional areas.
  • Develop, implement and oversee a framework to ensure each utility is meeting its compliance requirements in an accurate and timely manner

Education and Experience

  • Completion of relevant university/college degree/education; post-graduate studies preferred
  • 10-15 years in an operational role with a regulatory, accounting, or engineering focus
  • Utility Ratemaking experience considered a strong asset
  • Must have ability to develop relationships and build credibility quickly
  • Valid Operator’s Driver’s License and proof of current insurance
  • Availability to travel if needed by the company and, accordingly
  • Complete knowledge of local state commission regulations and filing requirements, plus a demonstrated working relationship with local commission and staff required
