Position Overview:
Responsible for accounting, budgeting, forecasting, reporting and other finance-related functions for LifeTime Resources and LifeTime Housing Group, in keeping with LifeTime’s goals and objectives, as well as requirements of federal, state, and other regulatory agencies.
Supervisors: Accountant, Accounts Receivable Clerk and Payroll & Account Payable Clerk
Essential Functions:
FINANCE
- Responsible for all accounting functions, ensuring adherence to standard bookkeeping and accounting practices and compliance with regulations; reviews month and year end reports, monthly bank reconciliation, tax and other financial reports as needed.
- Ensures that all agency budgets are prepared within funding guidelines in consultation with the Executive Director and program directors; monitors budgets continuously for compliance.
- Maintains sound financial operation including continual review of financial performance and monthly projections of revenue and expenses; provides forecasting reports and analysis to Executive Director, with recommendations for adjustments, as needed.
- Oversees completion of all claims, billings and draws, ensuring adequate cash flow, full collection and utilization of all grants.
- Responsible for on-line banking; ensures security of ACH transfers.
- Review of completed bank reconciliations for LTR and Housing: On a monthly basis verify the bank statements are reconciled, are free from errors, and transfers are processed correctly.
- Review of W2 and 1099 reports, forms, and filing before finalizing and submission.
MANAGEMENT/SUPERVISION
- Develops budget in accordance with agency policies and procedures, operates within budgetary guidelines, maintains cost control, and ensures continued receipt of all appropriate revenue and accurate records for billing purposes.
- Develops and implements business plans for new initiatives as described in the strategic plan and as directed by the Executive Director.
- Meets or exceeds goals and objectives established in Strategic Plan, Area Plan and grant documents.
- Maintains appropriate staffing; provides for employee selection, orientation, and training.
- Ensures backup for all Finance positions to maintain smooth operation.
- Ensures the completion of personnel procedures including job descriptions, performance appraisals, disciplinary action, continuing education, and proficiency testing for compliance with agency standards and federal, state and local regulations.
- Evaluates program(s) on an ongoing basis; attains established goals.
- Establishes measures of success, data collection methodology and systems to monitor progress.
- Resolves program(s) problems and addresses issues noted in quality assurance reviews.
- Ensures policies and procedures are up to date/accurate, organized and filed electronically as prescribed.
- Oversees building maintenance of Dillsboro office.
- Assists in fundraising and promotion of agency, as needed.
- Ensures professionalism in service and adherence to agency goals and philosophy.
- Attends meetings, forums, and training workshops as required; maintains required certifications. Three hours of Fair Housing training required annually by HUD, must be documented with certificate of participation.
- Represents agency on state and local committees, task forces and/or related groups.
ADMINISTRATIVE/GENERAL
- Adheres to agency policies and procedures.
- Understands, supports, and models the agency's Mission-based Values.
- Engages in other related activities or special projects as required or assigned.
- Develops and completes reports as required.

Education, Experience and Training: Baccalaureate education, professional licensure or 7-9 years experience. High school diploma or equivalent required.
