Job Overview:

Linde is currently seeking a Regional Environmental Specialist position. This position will be based in the Deer Park, TX area. The candidate will report to the Environmental Manager and will have direct environmental support responsibility for facilities located in Texas, with several facilities outside the Texas area. Additional responsibilities are as assigned by Management.

JOB PURPOSE:

Collaborates with employees and supervisors to identify and correct potential safety and health hazards and environmental situations and provides compliance assurance and assistance from a strategic and tactical standpoint to a specific area of responsibility. Implements environmentally compliant standard work practices with line personnel and monitors conformance through environmental inspections. Assures compliance with organizational and government environmental. Monitors environmental performance for assigned facilities and provides environmental training and compliance tools.

SCOPE:

This mid-level professional position applies advanced environmental knowledge at multiple facilities to all environmental areas including sustainability, air, water and waste in order to protect the health and safety of all company employees, as well as the surrounding communities and environments in which the company operates. This position provides leadership, guidance, and assistance in environmental compliance.

Primary Responsibilities:

  • Develop, execute, and maintain compliance with permits, air, waste, and water regulatory requirements.
  • Provide support for or develop permit applications (Minor source & PBR, with possible Title V, PSD and NSR), amendments and permit exemptions.
  • Ensure key compliance metrics and tracked and management systems are implemented to improve performance.
  • Create, implement, and maintain environmental management systems to comply with air, and water permits as well as all required regulations across various medias (air, water, ODS, RMP, SARA, waste).
  • Review current and proposed legislation to determine applicability for assigned facilities.
  • Complete environmental compliance reporting and work with facility management to review and submit for programs such as: GHG, LDAR, CEMS, TSCA, TRI and Title V Deviations Reporting.
  • Provide assistance to facility personnel and SH&E Field Specialist for environmental compliance reporting such as Waste Summary, Tier II reports, storm water compliance reports and discharge monitoring reporting/NPDES.
  • Serve as a point of contact and provide technical support for environmental compliance questions for facility staff, SH&E Field Specialists and business/project teams.
  • Identify training required for environmental (air, water, waste) permitting compliance and help develop and implement training to operation, engineering, SH&E Field Specialist and other facility staff.
  • Complete release reporting and recordkeeping as required by company policy, environmental regulations, and environmental permits.
  • Participate in the Linde business level Environmental Assessment program.
  • Develop and maintain Business/Corporate environmental related programs, procedures, and environmental compliance tasks.
  • Review and assist on environmental compliance for new plant activities and projects
  • Interface with State and Federal Regulatory Agencies on permit reports, applications, agency inspections and possible enforcement issues


Qualifications:

Required:

  • Environmental or related technical degree.
  • Regulatory knowledge including but not limited to Texas Minor Air Permitting, RCRA, SARA, SWPPP, SPCC and NPDES compliance programs.
  • 5 years of direct Environmental experience
  • Must have strong interpersonal, organizational and communication skills, the ability to multi-task, with the capability to work independently and in a team environment.
  • Computer proficiency required in Word, Excel, and PowerPoint

The following are preferred:

  • Environmental experience working in a refinery, chemical or petrochemical plant.
  • Advanced regulatory and permitting knowledge in air and water medias.

Working Conditions:

This position operates in both office and field environments and requires periodic travel to other assigned facilities. This includes ~25% travel with overnight stays
