Job Description

We have an opening for a Senior Project Manager. You will be responsible for managing a portfolio of infrastructure projects in support of ~$250M in annual construction project volume. This position is in the Project Management Office (PMO). You will report directly to the Project Management Operations Department Head. The ideal candidate is an exceptionally organized, methodical, creative, project management professional with the experience necessary to deliver a complex project portfolio while mentoring less experienced project managers who want to make a difference.

The Project Management Office provides LLNL with engineering, design, estimating, construction, and project management services. PMO provides infrastructure services to enable cutting-edge research and development in the areas of defense technologies, global security, laser science, bioscience, and more. PMO offers cradle to grave infrastructure services to achieve reliable delivery of completed projects with priority on safety, collaboration, and a workforce working toward our shared vision.

This position will be filled at the TSS.5 level.

Pay Range

$196,500 - $252,336 Annual (TSS.5)

Please note that the pay range information is a general guideline only. Many factors are taken into consideration when setting starting pay including education, experience, the external labor market, and internal equity.

In this role, you will

  • Manage, direct, and monitor the project team to accomplish complex technical efforts to define scope requirements, estimate, design, procure, and construct each assigned project.
  • Responsible for meeting client’s functional criteria, negotiating requirements and limitations, delivering projects on schedule and within cost objectives, and conducting technical design reviews.
  • Prepare, maintain and manage project management plans, budgets/estimates, earned value management parameters, project authorization requests, project change control actions, monthly status reports and documentation suitable for audit review both during and after completion of project.
  • Communicate project status to project team, resolve issues, maintain project file, and recommend addition, expansion, or discontinuance of project scope to ensure successful completion of the project.
  • Develop and deliver project proposals and presentations to a broad audience of customers, stakeholders, and senior managers.
  • Significant experience conducting technical reviews, preparing and maintaining large budgets, and utilizing analytical, process flow, problem solving, customer relationship, organization, and conflict resolution skills.
  • Experience leading a team, project, and/or group with demonstrated ability in determining how to prioritize and use resources to meet schedules and objectives.
  • Collaborate with project task managers, team members, outside consultants, contractors, users, clients, and DOE to meet project objectives, and to resolve complex technical and performance issues that require in-depth analysis and ingenuity and creativity.
  • Support and ensure compliance with all DOE Orders recognized by the LLNS contract, and LLNL and PMO policies, standards, and procedures, including Employee Safety and Health (ES&H) requirements, on all assigned projects. 
  • Serve as the technical leader and expert on large projects and recommend solutions to highly complex issues and requirements from program sponsors to accomplish program goals through facility construction projects.
  • Serve as the organization spokesperson for the Integrated Project Management Division on specialized projects or programs.
  • Subject matter expert knowledge of project management principles, practices, methodologies, and tools as required for the project management of facility development projects.
  • Perform other duties as assigned.

Qualifications

  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. Citizenship.
  • Bachelor’s degree in Engineering, Construction Management or the equivalent combination of education and significant related experience. 
  • Project Management Professional (PMP®) Certification. 
  • Extensive knowledge of construction contracts, industry codes, regulations, and standards and the ability to interpret construction drawings.
  • Proficient with using the Microsoft suite of applications including SharePoint, and MS Project.
  • Expert knowledge of construction and safe work practices.
  • Advanced communication, facilitation, collaboration, interpersonal and problem-solving skills necessary to direct an organization, build cooperative multi-disciplinary teams, gain the cooperation of others, and interact with and advise senior management and internal/external customers/sponsors.
  • Exceptional commitment to customer service with effective and timely response to customers. 
  • Extensive experience and demonstrated ability to develop, lead, and champion initiatives for improvement of the Division’s and the Department’s operations.

Desired Qualifications

  • California Professional Engineering Registration.
  • Construction Management Association of America (CMAA) Certification.
  • Expert knowledge in the design and construction of conventional facilities, building infrastructure systems, governing building construction codes and standards, and relevant DOE Orders and Standards.
  • Facility demolition and site remediation experience.
  • Experience with project execution in radiation hazardous category areas.
  • Experience using software such as Primavera P6, Deltek Acumen Fuse, Active Risk Manager (ARM) and Cobra preferred.

Security Clearance

This position requires a Department of Energy (DOE) Q-level clearance.  If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing.  Q-level clearance requires U.S. citizenship.
