Description:The Technical Publications Manager position is within the Rotary and Mission Systems (RMS) Global Sustainment Technical Publications Center of Excellence (COE) and located in Massass, VA. The position will be responsible for managing day-to-day technical publications activity under US Government, Foreign Military Sale (FMS), and Direct Commercial Sale (DCS) contracts for the C6ISR Line of Business (LOB). This position will manage the following programs:
- Acoustic Rapid Commercial Off the Shelf (COTS) Insertion (ARCI)
- Integrated Common Processor (ICP) and Franchise Program
- Imaging/Radar/Electronic Warfare
- Taiwan Sea Dragon Life Extension Program and Indigenous Defense Submarine
- Enterprise/ACS/Fenwick Programs in King of Prussia, PA

The Technical Publications Manager will manage a functional team of 15 direct reports and 19 onsite contractors in the preparation of Interactive Electronic Technical Manuals (IETMs) to meet customer requirements. This position requires proactive communication with the various disciplines in Integrated Product Team (IPT) environments and the ability to bring forward technical and logistics issues/resolutions to the team. The position will directly report to the Technical Publications COE Senior Manager.

Responsibilities are summarized below:
- Responsible for delivery of Publications data to customer in accordance with cost, schedule, quality and technical performance requirements as agreed to by contract.
- Ensure adherence to schedules and budgets by engaging the Program Integrators (PIs) and IPT leads to actively manage earned value performance.
- Develop and actively monitor cost, schedule, risks, and opportunities to contract execution.
- Assist the Senior Manager in support of Executive Management Reviews.
- Perform project management and leadership activities to manage and meet objectives and present risk management plans as required.
- Support contract proposal initiatives by providing estimates as required for modifications and/or newly developed components.
- Ensure acceptance review of analyst/subcontractor submitted packages to ensure compliance with statement of work, Engineering source data and departmental quality plan.
- Demonstrated high level of interpersonal skills and the ability to communicate with senior civilian executives and senior military commanders.
- Provide feedback on all project requirements, statements of work, budgets and schedules.
- Provide/maintain inputs/status reports for Program reviews for internal and external customers.
- Maintain effective use of metrics for tracking quality of subcontractor provided deliverables.
- Mentor Functional Leads and technical specialists on processes and procedures, product knowledge, maintenance policies, and logistic support.
- Monitor team quality metrics and work with functional teams to continually improve quality.
Basic Qualifications:
- BA/BS degree or 10 years of experience in the development of technical publications that support sophisticated, high-performance military equipment.
- Project Management skills.
- Working knowledge of Six Sigma tools set, especially Relentless Root Cause Analysis.
- Working knowledge of Earned Value Management System (EVMS).
