What You Will Do

The Nuclear Material Control and Accountability Group (SAFE-NMCA) provides graded levels of control for accountable nuclear material (NM) and special nuclear material (SNM) based on the material type, quantity, and form. The program seeks to deter and detect theft or diversion of accountable material.

The successful candidate will be responsible for a critical program implementing improved material accountability while steamling the process in support of the plutonium mission. Process Monitoring is near-real time control of material applying statistically based process control in order to identify out of
control conditions that require further research. The programs/projects that this manager will be responsible for require technical understanding of processing areas (and the underlying science) at TA-55 as well as NMCA knowledge and advanced level knowledge of statistics. The primary project will be
the technical implementation and sustained execution of Process Monitoring in processing MBA's at TA-55 including both the implementation of NMCA requirements as well as the partnership/implementation with Operations. This is a high visibly, high impact, program which requires a capable and inspiration.
leader with the ability to both implement a technical program and engage with stakeholders at all levels at LANL and across the complex.

This position will be filled at either the Program Manager 3 /4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Program Manager 3 ($131, 900- $221,900).

The Program Manager will enable and facilitate process monitoring implementation for identified nuclear manufacturing processes in support of the plutonium mission.

The successful candidate will:
  • Develop, implement, maintain, and improve process monitoring for designated manufacturing processes that use nuclear materials
  • Assure process monitoring is integrated with operational processes with minimal impact
  • Work collaboratively with internal and external stakeholders to ensure technically defensible process control limits are developed, implemented, and managed.
  • Manage resources to ensure the successful implementation of the Process Monitoring.
  • Develop, implement, maintain, and update process monitoring procedures using Conduct of Operations principles.
  • Assure work is performed in accordance to procedures.
  • Understand and adhere to all Laboratory and industry regulatory guidance and governance specific to nuclear materials management.

Program Manager 4 ($143,100- $ 248,200).

In addition to what was outlined at the lower level, at this level the candidate will be expected to:
  • Provide advanced expert-level analysis and interpretation of process data with the ability to apply the results using material control and accountability concepts.
  • Use advanced expert level skills to develop and apply statistical models necessary to determine the significance of process variances.
  • Use sound technical judgement to respond to variances.
  • Use creative technical judgement to improve process monitoring implementation to recommend technological solutions to complex issues.
  • Mentors less experienced staff and contribute to the overall professional development of the group.

What You Need

Minimum Job Requirements:
  • Demonstrated advanced knowledge, skills, ability, and experience in at least one of the following areas (or similar scientific/technical areas): nuclear instruments and methods, nuclear safeguards, nuclear material processing, experimental nuclear science and engineering, or implementation of statistical models for process control applications.
  • Demonstrated advanced knowledge analyzing and interpreting technical process data using technically defensible statistical methodology
  • Demonstrated leadership skills including: personal integrity and accountability; effective oral and written communications; commitment to quality and excellence with a broad institutional motivation and focus; experience mentoring and developing people; strong team building and conflict resolution skills; and the ability to influence personnel at all levels to include internal and external stakeholders.
  • Experience in the use of statistical analysis and controls in a nuclear material control, manufacturing, or processing environment.
  • Experience in conduct of operations associated with handling nuclear materials and operating in laboratory type facilities.

Additional Job Requirements for Program Manager 4:
  • In addition to the requirements outlined above, the Program Manager 4 requires expert-level knowledge, skills, and abilities such as:
  • Expert-level experience evaluating and/or determining the appropriate statistical methodology to achieve process monitoring goals.
  • Expert-level experience recommending solutions to complex process issues from a customer service and/or oversight perspective
  • Expert-level experience balancing process monitoring objectives with operational goals in a high-pressure/high-consequence environment

Education/Experience at lower level: Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Education/Experience at higher level: Position requires a Bachelor's Degree from an accredited institution and 12 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.


Desired Qualifications:

  • Advanced experience applying quality control in a manufacturing or production environment
  • Ability to understand nuclear material processes and process variables
  • Demonstrated experience achieving required objectives in a production environment
  • Advance knowledge of MC&A requirements as outlined in DOE M 474.2.

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance
requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position if hired at higher level may be eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
