Summary Objective:

The purpose of this position is to monitor and investigate contracts and vendors to enforce affirmative action and equal employment opportunity laws and ordinances.
This class works under general supervision, independently developing work methods and sequences.

Examples of Duties

ESSENTIAL FUNCTIONS:

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Coordinates with procurement to monitor and certify contracts.
  • Conducts on-site investigations of contractors and vendors and reports activities.
  • Coordinates with purchasing to monitor and reconcile financial data for compliance.
  • Verifies that companies awarded contracts meet qualifications and monitors contracts to assure compliance.
  • Provides technical support to vendors with the departmental internal database.
  • Reconciles payments of contractors, vendors and audits.
  • Researches, collects, compiles and analyzes census data and researches local and federal guidelines to determine utilization of minority, female and disable vendors.
  • Reviews and evaluates affirmative action plans of contractors and vendors to determine compliance.
  • Maintains electronic files of contractors and vendors requesting to enter the prequalification process.
  • Conducts on-site investigations of contractors and vendors to obtain statistical data, financial data, workflow analysis, to verify terms and conditions of equal employment opportunity and affirmative action plans.
  • Plans, designs, and develops criteria for surveys or research projects, and computes statistics regarding utilization of minority and female vendors.
  • Conducts training seminars and workshops.
  • Prepares and submits statistical reports and conducts special projects.
  • Performs related work as assigned.

Minimum Requirements

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Business or Public Administration, Finance or related discipline.
  • Four (4) years of contract compliance, small, minority and women business program or related experience or an equivalent combination of education, training and experience.

PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

UNAVOIDABLE HAZARDS (WORK ENVIRONMENT):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

SPECIAL CERTIFICATIONS AND LICENSES

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
