CHARACTERISTICS OF THE WORK
Responsible for conducting outreach to individuals and families to assist them in applying for and retaining consumer assistance benefits, including Medicaid insurance or purchase of health benefit plans through the federal or state health benefit exchange.
Conducts public education activities to raise awareness about Consumer Assistance programs, including coverage options available under Medicaid, Kentucky Children's Health Insurance Program (KCHIP), and the federal or state health benefit exchange.
EXAMPLES OF THE WORK (These statements are intended to be illustrations of the work of this class).
Meets with individuals and families to determine their eligibility for Medicaid insurance benefits or premium discounts and cost sharing for health plans purchased through the federal or state health benefit exchange.
Explains to individuals and families the benefits of having consumer assistance benefits, including health care insurance.
Explains to individuals and families the process and steps of applying for health care insurance.
Assists individuals and families in gathering the required information for application and retention of Consumer Assistance program benefits, including health care insurance.
Engages and educates individuals and families both on site at Family Health Centers (FHC) and in the community at health fairs, homeless shelters, churches, community centers, social service organizations, and other locations where people in need of consumer assistance benefits may gather or reside.
Creates reports and maintains records related to outreach and enrollment activities.
Engages in follow-up as needed to ensure assistance is given to individuals and families to complete consumer assistance or health care insurance benefit enrollment.
Provides individuals with referrals to health insurance, consumer assistance programs or other resources as needed.
Coordinates outreach efforts with other FHC staff, organizations, and community members.
Stays informed of changes in the application and retention process for consumer assistance programs, including health care insurance.
Identifies patients with Limited English Proficiency (LEP) and/or other communication barriers and uses appropriate interpretive services.
Performs related work as required.
MINIMUM REQUIREMENTS
High school diploma or equivalent.
Six months of working experience assisting individuals in the completion of applications by paper and/or electronically.
Must complete the required Medicaid, health insurance, and consumer assistance training and certification within six months of hire, in compliance with federal and state guidelines.
Must complete all ongoing required federal and state continuing education consumer assistance training.
An equivalent combination of training and experience may be substituted as determined applicable by Civil Service.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
Identifies information both on paper and electronically.
Responds to FHC needs via telephone, internet, fax, computer software and in person.
Lifts and moves objects weighing up to 10 lbs.
SPECIAL REQUIREMENTS
Must provide own transportation to work at other designated locations as needed.
