Performs a wide range of research, statistical, and analytical studies on judicial related topics. Assists in the collection, analysis and reporting of data on court performance measures, as well as administrative and operational reviews. Responsible for developing data collection methodologies and processes, as well as for the reporting of any weekly, monthly, or yearly performance reporting within the department. Duties include the responsibility of ensuring the quality and integrity of data collection entries and the associated processes.

  • Working knowledge of judicial performance metrics, including, but not limited to the CourTools Performance Measures.

  • Develop, monitor, and report on locally established judicial performance metrics.

  • Create, document and maintain data collection workflow and governance model for court-related data in case management systems.

  • Assist in the development and maintaining of processes for the entry, collection, correction and adjustment of Texas Judicial Council monthly reports.

  • Monitor, verify and review monthly and yearly reports received from outside agencies (i.e. Lubbock Private Defender's Office and grants).

  • Create monthly statistical reports for Board of Judges meetings.

  • Evaluate and analyze data for caseflow trends, evaluate results and prepare recommendations to improve case management and processing.

  • Provide extensive data entry to court-utilized programs such as Microsoft Excel, Case Management systems and other programs necessary to review and analyze data.

  • Answers inquiries in-person, via email, or via telephone from and interacts with attorneys, the public and other county personnel.

  • Recommend and create new caseflow procedures or proposals to improve court operation efficiency.

  • Monitor judicial caseloads, recommending distribution reallocations when necessary.

  • Conduct operational reviews with various employees for compliance with data entry and business process workflow.

  • Performs a variety of ad hoc research projects over a variety of court-related topics.

  • Performs other duties as assigned.

QUALIFICATION REQUIREMENTS: Associate degree or equivalent job related experience required.  Graduation from an accredited 4-year college or university is preferred, but not required.   Any equivalent combination of experience and training which provides the required knowledge, skills and abilities may be substituted on a year-for-year basis.  Experience working in or with the judiciary, county departments or local government preferred.  

KNOWLEDGE, SKILLS AND ABILITIES: Principles and techniques used for business systems, workflow analysis, and process documentation, court business processes and caseflow procedures, data collections methods and analysis and proficiently operating a personal computer and basic office equipment.  Developing accurate and appropriate mathematical and statistical formulas, and interpreting results o Understanding complex calculations and workflows, maintaining a professional attitude as a representative of the Courts, communicating effectively with diverse groups of individuals utilizing tact, diplomacy and professionalism, analytical, presentation, organization, and time management techniques, managing multiple projects simultaneously, efficiently and timely. Communicate statistical information clearly and effectively, both verbally and in writing, with a diverse group of people, proficiently use Microsoft Office software such as Outlook, Excel, Word, and other spreadsheets or electronic databases, develop forms using both Microsoft Office software and Adobe products, maintain the integrity of confidential information, work independently in the absence of specific instructions or with limited supervision, adjust to rapidly fluctuating situations o Work under pressure o Interpret and apply policies and procedures, establish and maintain effective working relationships with court staff, co-workers, county employees, department heads, elected/appointed officials, outside organizations, attorneys, the news media and the general public. 

PHYSICAL AND ENVIRONMENTAL REQUIREMENTS: Physical requirements include lifting/carrying 10 lbs. occasionally; visual acuity, speech and hearing; hand and eye coordination and manual dexterity necessary to operate computer keyboard and basic office equipment, subject to sitting, standing, walking, reaching and handling to perform the essential functions.
