What are the responsibilities and job description for the Operations Systems Analyst position at Lucas County?
Lucas County Information Services (LCIS) is the central IT agency for most Lucas County Government offices. We provide infrastructure and server administration, application development, support for custom developed and purchased applications, hardware and software acquisition, computer networking support, maintenance of the Lucas County website, and maintain network security and access.
LCIS advises County officials on technical solutions, projects and plans. We perform technician, analyst and troubleshooting support for 47 county agencies comprised of over 3000 employees located throughout 30 county buildings. We support Lucas County employees so that they can provide services and support to the citizens of Lucas County, Ohio.
We're searching for a candidate with strong systems analysis and database skills to join our Operations Support team. This team member's role is to ensure the performance and uptime obligations of applications, systems, storage and data sets are met. The Operations Analyst is also responsible for generating and compiling reports, complete with probable causes and possible solutions to systems issues. Our ideal candidate will have Server Administration experience as well as experience working with Microsoft SQL and/or Oracle SQL databases.
ESSENTIAL JOB FUNCTIONS:
The following duties are normal for this classification. These are not to be construed as exclusive or all- inclusive. Other duties may be required and assigned.
- Support project managers and end users to define systems goals, and identify and resolve systems issues.
- Create systems and performance models, specifications, diagrams and charts to provide direction to key systems staff.
- Assist programmers, analysts and software engineers in the deployment and performance analysis of new systems and enhancements to existing systems.
- Install new / rebuild existing servers and configure hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project and operational requirements.
- Develop and maintain installation and configuration procedures.
- Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems.
- Analyze day-to-day functions and processes of software and database resources to ensure they are performing within predetermined guidelines, limits, and specifications.
- Develop strategies for improving the effectiveness and efficiency of existing systems or for further leveraging these systems.
- Identify and resolve operating system issues in order to maintain services, enhance capabilities, and prevent system outages.
- Prepare and deliver reports, recommendations, or alternatives that address existing and potential trouble areas in operating systems across the organization.
- Conduct research on hardware and software products to justify recommendations and to support purchasing efforts.
- Provide guidance and/or instruction to junior staff members.
MINIMUM QUALIFICATIONS:
- Associates degree in Information Technology, Computer Science or related. Bachelor’s degree is preferred.
- Experience: With degree, minimum two years’ experience OR with certifications, minimum four years’ experience.
KNOWLEDGE, SKILLS AND ABILITIES:
- Microsoft and Oracle DBA experience.
- Extensive practical knowledge in importing data for use in report software, spreadsheets, graphs and flow charts.
- Demonstrate excellent analytical, problem-solving, written and oral communication skills, excellent interpersonal skills and the ability to communicate ideas to technical and non-technical audiences.
- Demonstrate the ability to effectively prioritize and execute tasks in a high-pressure environment and conduct research into systems issues.
- Demonstrate the ability to approach challenges in a logical and efficient manner.
- Extensive knowledge of enterprise software applications including iSCSI SAN storage and VMWare vSphere 4 or later.
- Thorough understanding of the organizations goals and objectives.
- Highly self-motivated and directed with a keen attention to detail and strong customer service orientation.
- Experience working in a team-oriented, collaborative environment.
PHYSICAL DEMANDS AND WORK ENVIRONMENT:
- Responsibilities occasionally require working evenings and weekends, sometimes with little advanced notice.
- Sitting for extended periods of time.
- Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components.
- Lifting and transporting of moderately heavy objects, such as computers, servers and peripherals up to 50 lbs.
