Experience Required

- At least 5 years of related experience with vulnerable populations with a nexus to immigration.
- Experience and knowledge of managing program objectives, policies, procedures and requirements for conducting a case management program dealing with vulnerable
populations, with immigration issues associated with ICE.
- Experience with resources needed to keep the immigration and repatriation process moving forward when ICE has vulnerable populations in the immigration process.
- Experience in, or knowledge of vulnerable population related issues in a detention facility.
- Experience developing policies and procedures and/or standard operating procedures.

Job Objective
The Custody Resource Coordinator (CRC) Subject Matter Specialist (SMS) will support the U.S. Immigration and Customs Enforcement (ICE) Enforcement and Removal Operations (ERO) Custody Programs Division (CPD) Headquarters (HQ) leadership by providing professional support services.
The SMS will help facilitate the workflow of the client deliverables through the CRC program. He/She is responsible for providing SMS support for ERO HQ, and various field locations throughout the U.S., creating, and reviewing draft reports, verifying data queries and data reporting. The SMS will assist the government federal staff by providing programmatic specialized expertise in the area of vulnerable populations and victims. The SMS will provide recommendations to the ICE federal staff for programmatic resolutions and provide support to resolve issues with the ICE populations who have a nexus to immigration.
The SMS will be responsible for working with other SMSs, CRCs, and ERO, as needed, to act as a liaison with community resources to provide a range of support activities for the population with a nexus to ICE.
The SMS duty location will be ERO Headquarters in Washington, DC. The SMS will report to the CRC Program Manager located at ERO Headquarters in Washington, D.C. on programmatic planning and other program issues.
Responsibilities
- Assist ERO with reviewing ERO Field Office case submissions to ERO HQ related to possible victims in ICE custody
- Track and follow up on case ERO Field Office submissions to ERO HQ
- Evaluate trends and statistics related to victims in ICE custody
- Research resources based on individual case status
- Under the supervision of ERO Field Office and Headquarter staff, coordinate with other CRCs located in detention facilities to follow up and provide referrals to medical/behavioral health providers
- Coordinate with field offices and within Headquarters to ensure timely notifications on cases
- Develop materials and craft communications for the victim centered approach
- Collaborate on, implement, and evaluate project programming that addresses and supports ERO HQ programs and initiatives.
- Document work performed verbally and/or on writing within tracking and database systems, as permitted by ERO Field Office and/or HQ and through regular programmatic reporting mechanisms.
- Provide, via remote and/or temporary duty travel, back up SMS or CRC support to detention facilities and ERO Field Offices in other Areas of Responsibility during surges and other unexpected mission-related or crisis situations.
- In an effort to advance the mission of the program and enhance the SMS’s knowledgebase, the SMS will help on other program-related tasks as requested by the CRC regional supervisor, CRC program Manager, the project manager, the Government Technical Monitor (GTM).
Minimum Job Requirements/Technical Requirements
- Knowledge of the case management process for parents, and minors when dealing with ICE, and the immigration process.
- Knowledge of ICE detention standards, and policies as it relates to legal access, and parental interest. Ability to proficiently communicate both orally and in written documents in order to develop positive rapport with co-workers, and other stakeholders.
- Ability to establish and maintain positive working relationships in a multidisciplinary

based training, and communications.
- Knowledge of, and moderate proficiency in, Microsoft Office programs to include Word,
Excel, Outlook, and PowerPoint.

- Ability to manage workflow associated with the parents, and minors who are engaged by ICE, and need resource assistance

- The Department of Homeland Security’s Personnel Security Unit (PSU) must render an Initial Preliminary Favorable Fitness Determination to be considered a qualified candidate. A Complete Favorable Fitness Determination must be rendered by PSU upon completion of initial, and between, subsequent background investigations to meet the requirements of this position.

Physical Demands/Duty Hours/On-Call Requirements
- Must be able to perform the duties in a fast-paced environment without limitations.
- This full-time position requires the availability to work weekdays, Monday – Friday, day shifts, with specific hours determined by the Program Office.
Travel Requirement
- Workday travel and/or overnight travel may be required to perform some assigned duties during surge support in designated ICE locations during crisis situations. Travel is reimbursed.
