Description

The Director of Employment Services is responsible for the overall leadership and guidance of LSSNCA’s employment services and support programs. The director oversees the state-funded employment program, the Matching Grant, and the support programs to ensure the provision of quality and impactful services that help program participants reach and maintain self-sufficiency. The Director ensures compliance with contractual performance.

Essential Functions:

  • Ensures LSSNCA employment services meet metrics for success to include volume of enrollments to training programs, job retention, effective supervision and management, collaboration with departments and services across the Workforce Development continuum, and demonstration of continuous improvement to stay abreast of and implement current research findings
  • Interfaces with RIS Resettlement and Integration Services Directors, Quality Assurance Coordinators, Director of Performance and Quality Improvement, Case Managers, and other staff and programs to develop strategies and implement plans to provide employment services, financial wellness and literacy, vocational trainings, recertification services, and career pathways to LSSNCA clients to assist them meet personal and career goals
  • Ensures the Matching Grant Program meets placements and self-sufficiency outcomes through collaboration with Case Managers, Finance Department, Community Engagement Coordinators, and LIRS program staff
  • Work with the Director of Community Engagement to recruit mentors for the MG program.
  • Recruits, supervises, trains, develops, mentors, and coaches employment staff. 
  • Oversees the design of departmental forms, handbooks, assessments, and service plans in collaboration with the Director of PQI
  • Ensures data tracking program referrals and enrollments
  • Implements processes and procedures to monitor caseloads and assignments of new referrals to staff.
  • Conducts monthly database and chart audits, providing quality assurance oversight and ensures timely completion of LSSNCA Dashboard.
  • Reviews monthly invoices and monitors program expenditures ensuring that budget allocations are maintained.
  • Evaluates program effectiveness and develops improvement methods in collaboration with the Director of PQI.
  • Serves as an information resource by conducting research, assembling data, and performing special projects.
  • Prepares and delivers presentations, reports, correspondence, and documents in collaboration with the RIS Executive Director.
  • Ensures the program maintains accurate records, files, correspondence, and data collection regarding daily activities.
  • Track service outcomes, ensure grant and contract deliverables are met and reflected in monthly and quarterly reports.
  • Serve as program representative at management and grantee meetings providing program updates
  • Assists the Director of PQI in developing and revising policies, procedures, and operations manuals.
  • Attends other program, organizational, and outside community meetings as assigned.
  • Represents the program at community events and provider meetings
  • Serves as a liaison between departmental staff and community partners
  • Provides ongoing group and individual supervision
  • Ensure that all program activities operate consistently and ethically within the mission and values of LSSNCA.
  • Other duties as assigned.

Qualifications


  • Minimum of three years of professional experience in employment and vocational services, program management or human service organization; minimum of two years of leadership and supervisory experience to include employment services, quality improvement, Matching Grant, staff, and budgets.
  • Bachelor’s degree with commensurate experience.
  • Strong relationship builder and communicator with experience leading transformative programs, engaging employers, vocational training providers, and community partners.
  • Demonstrates integrity, strives for excellence, and has experience leading others to new levels of effectiveness and programmatic impact.
  • Passionate about LSSNCA's mission and able to promote and communicate the philosophy, mission and values of LSSNCA to external and internal stakeholders.
  • Ability to travel to provide on-site leadership to other sites.
  • Experience in administering and overseeing government grants, including proposal development, contract, and cooperative agreement compliance, reporting, and budget oversight.
  • Commitment to ongoing learning on systemic racism, implicit bias, and the impact on refugee and immigrant populations
  • Ability to listen well, motivate, and inspire.

Preferred Skills:

 

  • Excellent oral and written communication skills and the ability to interact well with all levels of various systems, stakeholders, and staff.
  • Proficiency in Microsoft Office applications, knowledge in database management, and other computer applications.
  • Outstanding organizational skills and ability to manage multiple projects simultaneously with attention to details.
