What are the responsibilities and job description for the City Communications Manager position at Madison, City of (WI)?

The City of Madison is looking for a dynamic communicator with a passion for public service! 

This position will coordinate the City’s communications and outreach activities to better inform and engage residents about City government activities. They will promote language access and culturally appropriate communications, helping us reach parts of our community who don’t regularly interact with government. They will help increase the reach of City engagement channels and the quality of our content. This is a civil service position that will work under the general supervision of the Mayor’s office. This is responsible professional public relations work in developing and implementing a comprehensive Public Information Program on behalf of a specific city agency. This position coordinates all media relations, and prepares and disseminates appropriate public information regarding departmental activities, events and operations to both respond to the public interest and promote departmental objectives.  Under the supervision of a higher-level manager or the agency head, this work involves considerable judgment and discretion in identifying, recommending, implementing, and evaluating public and internal information programs.

Perform any of the duties of a Public Information Officer 2, with a higher degree of professional complexity; independence; initiative; judgment and discretion; and personal accountability in the preparation, presentation and justification of recommendations.
 
Plan, implement, and maintain communication, information, and outreach programs for the City of Madison to better engage our neighborhoods and communities in city activities. Work with City’s management team to develop and execute proactive community outreach strategies for major projects with a special focus on best practices to engage marginalized communities.
 
Create yearly and monthly communication plans, with a focus on setting a proactive agenda for community education and engagement in coordination with city PIOs and other communications and outreach staff.
 
Provide general leadership for staff in agencies related to best practices and guidelines for citywide communication.  Ensure all departments and City communications staff are accurately, effectively, and consistently using best practices to develop materials and grow their reach to better engage our diverse communities in city activities. Promote language access and culturally appropriate communications.

Manage crisis communications for the City of Madison. Serve as the citywide PIO in the Emergency Operations Center, as required.  Develop and implement a crisis communication plan for emergencies.
 
Perform related communication and outreach work as required.
  • Five (5) years of progressively responsible professional communication experience including leadership and coordination of strategic communications planning, preferably at an executive or organization-wide level. 
  • Bachelor’s degree in public relations, communication, journalism, marketing or a closely related field. 
If an applicant does not possess the specific requirements outlined above, HR will review the application materials to determine if the applicant possesses the following equivalent experience:

Four (4) years of experience in applying the following:
  • Promotional, public relations, and journalist theories, techniques and practices.
  • Print, broadcast, and media principles and practices. 
  • Standard social media platforms. 
  • Computer software applicable to the duties of the position, including social media platforms. 
Two (2) years of experience in applying the following:
  • Development of strategic communications plans and implementation methods.
  • Open Records law and appropriate confidentiality standards.

Physical Requirements:
 
Employees will be expected to travel throughout the City of Madison to participate in a variety of community outreach programs throughout the year. This may involve extended periods of time driving a vehicle, standing, and conversing with the public in a variety of weather conditions. Employees may also be expected to travel to the various news outlets to participate in interviews and other related activities. Otherwise, work is performed in a traditional office environment, using computers, telephones, and related equipment.

* The payroll title is Public Information Officer 3.

**Stated salary will receive a 4% wage increase effective December 24, 2023.
