    Position Overview

    Work Unit Overview: The County Nursing Home is a certified skilled nursing facility that provides quality health care services to residents in a safe and home-like environment. Services include skilled nursing care, long-term care, daycare, respite, end of life (hospice), dementia care and short-term rehabilitation services including physical, occupational, and speech therapy. In addition, the County Nursing Home provides all necessary support for facility operations including Therapeutic Activities, Social Services, Alternative Medicine, Dietary, Environmental and Maintenance Services.

    Job Summary: The Nursing Home Administrator assumes administrative authority, responsibility, and accountability for the operation and financial viability of the nursing facility. The Administrator manages employees in the provision of care and services in accordance with professional standards and in compliance with state and federal laws and regulations; collaborates with consultants, contractors, referring physicians, community resources, government agencies and advocacy boards. The Administrator allocates resources in an efficient and economical manner to attain or maintain the highest practicable physical, mental and psychosocial well-being of each resident.


    Job Responsibilities

    • Develop, organize and direct the facility's policies, procedures, quality assurance program, and HIPAA Compliance Program to govern the operation of the facility in compliance with applicable regulations and contemporary standards of care. • Attend commission, committee, and public meetings as required to represent and promote the facility and to develop and maintain cooperative relationships with community partners. Maintain a public relations program that serves the best interest of the facility and community. • Coordinate and implement comprehensive operational and service plans to ensure program continuity and the provision of quality comprehensive care planning to maintain quality of care, quality of life, and a home-like environment for all residents. Manage and oversee human resources administration to ensure qualified staffing for programs in compliance with employment regulations and law. This includes hiring, performance management and appraisal, overseeing department managers and supervisors, terminating employment, and conducting disciplinary grievance hearings. • Interpret the facility's policies and procedures for employees, residents, family members, visitors and government agencies and ensure that all employees, visitors and the public follow established policies and act to correct violations. • Provide direction to and maintain relationships with medical staff and other professional and supervisory staff by meeting with directors on a regular basis, establishing performance improvement processes to identify and resolve facility problems, participating in screening potential new residents, ensuring programs achieve compliance expectations, and facilitating the attainment of resources needed to deliver quality services. • Develop and administer the facility budget and fiscal activities to control labor and supply expenses, maximize revenue opportunities, ensure reimbursement opportunities are fully attained, and to ensure the accuracy and propriety of facility accounting and financial reporting activities. Assure sufficient numbers of qualified, competent facility staff to meet direct care needs. • Provide oversight to department directors in planning, conducting, and scheduling of in-service training classes, on-the-job training, and orientation programs to ensure qualified staff and implementation of policy. Meet with department directors on a regularly scheduled basis and conduct/participate in in-service classes and supervisory level training programs. Participate in establishing a clinical training program for nursing assistants to meet all required in-service annual training requirement s. • Review all incident reports to ensure an effective safety program for both residents and staff. Implement the facility's abuse and prevention protocols, resolve resident complaints and grievances, and make written reports of action taken. Comply with all regulations regarding scope and timing of investigations, reporting responsibilities and notice requirements. • Actively participate in long term care survey process by instructing staff in matters of conduct and disclosure, maintaining a presence at all times while surveyors are on-site and directing the timely collection of information required by survey team. Demonstrate concern for identified problems and undertake corrective action while survey is in progress if appropriate. Gather and present supplemental documentation to avoid potential deficiencies. Collaborate with Director of Nursing and Department Heads to develop Plan of Correction (POC} as needed. • Ensure 24-hour availability as administration resource by providing on-call and telephone access or designating an alternative, qualified facility staff member to do so. • Attend workshops, seminars, and educational sessions to maintain current skills and knowledge in long-term care and to meet continuing education requirements for Nursing Home Administrator license.

  • The job requires knowledge of the principles and practices of healthcare facility administration including facility and business administration; human resource management; strategic planning; accounting and budgeting; admissions; pharmacy/drug administration; housekeeping, laundry and maintenance oversight; dietary and nutrition oversight; and resident activities. Requires knowledge of safety and employment laws, infectious disease control procedures, quality assurance and control methodologies, and the laws and rules pertaining to the licensure and regulation of nursing home facilities. The job requires skill in motivating staff, the operation of general office equipment, public relations, accurately preparing documents and plans, organizing and prioritizing work, and in developing approaches to sensitive issues that have significant impacts on stakeholders and facility programs. The job requires the ability to project a positive image of the agency; communicate effectively verbally and in writing; establish and maintain good working relationships; pay close attention to detail; research and assess training needs; make effective presentations; work independently and with a team; be flexible; and to work effectively with the elderly, personnel and support agencies. The job requires knowledge of and respect for the rights, dignity and individuality of each resident in all interactions and the ability to demonstrate competency in the protection and promotion of resident rights. To demonstrate honesty and integrity at all times in the care and use of resident and facility property. The job requires the ability to act as a role model for staff and to demonstrate respect for staff and residents by complying with facility policies on attendance, punctuality, and appropriate attire. The job requires the ability to respond to facility needs 24 hours a day, 7 days a week. The job requires the ability to respond to change productively and to handle additional projects as assigned.

  • Physical Requirements

    • Intermittent periods of standing, sitting, and walking. • Stooping, bending, lifting, and carrying, as well as other physical demands may be required. • Subject to frequent interruptions. • Works primarily during normal business hours with occasional evening and weekend commitments including being available on-call for emergencies or as part of a normal rotation. • Works in an office and nursing home facility environment. • Requires occasional travel by auto to meetings and training. • May involve occasional exposure to pathogens requiring knowledge of basic infection control and safety procedures. • The Occupational Safety and Health Administration (OSHA} has determined that certain employees in Nursing Homes are at a significant risk of exposure to bloodborne pathogens such as Hepatitis B, and Human Immunodeficiency Virus (HIV).


    Education Requirements

    The job requires education and experience equivalent to a bachelor's degree in healthcare administration, nursing, hospital administration, or a related field and five {5} years progressively responsible experience in healthcare facility administration. The job requires an active Montana Nursing Home Administrator's license or the ability to attain one upon hire. The job requires freedom from illegal use of drugs and freedom from use and effects of drugs and alcohol in the workplace. Persons who have been found guilty by a court of law of abusing, neglecting or mistreating individuals in a health care setting are ineligible for employment in this position. Must pass a background check.
