Position Summary
The Finance Manager oversees all program-level financial performance, planning and forecasting, Estimates-at-Completion, and financial analysis for a high-profile DOD program. This position will report directly to the Director of Finance and will partner with the Program Management team to support contract deliverables, monthly and ad hoc reporting, establishment of cost controls, and support routine variance reporting. Additionally, this role will be responsible for annual operating plan activities, monthly forecasting, capital expenditure tracking, leave-vs-buy scenario analysis, financial modeling, estimates-at-completion (EACs), month-end close activities, and ensure adherence to financial compliance policies and procedures.
Essential Duties and Responsibilities
Duties include, but not limited to:
- Manage and oversee program financial management, financial performance, and variance reporting.
- Establish cost controls, prepare in-depth budgets, and perform analyses to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines.
- Manage and develop annual operating plans and monthly forecasting updates.
- Analyze financial information to determine current and future financial performance; develop recommendations to leadership regarding cost-saving or profit-generating prospects and profitability improvement strategies.
- Perform financial analyses and prepare variance explanations, estimates-at-completion (EACs), and monthly corporate and customer reports related to cost/schedule performance, staffing, and P&L forecasts.
- Ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation of expenditure projections, and submitting timely requests for additional funding to the government.
- Coordinate and engage with Program Manager and Business Unit leadership to gather, analyze, summarize, and prepare recommendations regarding financial plans, capital investment activity, future requirements, evaluation notices, operating forecasts, cash flow, etc.
- Monitor and report progress on receivables, collections, and cash flow forecasting.
- Liaise between program management team, business unit leadership, and corporate back-office support functions; interface with senior management to provide adequate support to program operations.
- Support business development, proposals, and pricing activities in peer reviews to ensure compliance and accuracy for new business submissions, engineering change proposals, and rough order of magnitude estimates.
- Develop and maintain ad hoc reporting as required to support the analysis and measuring of financial performance
- Ensure time-sensitive submission of all customers required financial project deliverables and/or CDRLs.
Requirements
Minimum Requirements
- A minimum of eight (8) years of relevant finance experience
- Ability to understand contracts of various types (T&M, FFP, CPF, etc.)
- Familiar with Federal Acquisition Regulations (FAR), Joint Travel Regulations (JTR), and Defense Contract Audit Agency (DCAA)
- Experience working with federal civilian or DOD personnel, including geographically dispersed teams and stakeholders is preferred but not required
- Experience with accounting software and development of Work Breakdown Structures (WBS)
- Proficiency with Microsoft Office Suite, primarily MS Excel, to perform detailed analysis, financial modeling, and reporting
- Must be able to follow instruction, prioritize and meet strict deadlines
- High level interpersonal skills and be able to interact and communicate with individuals at all levels of the organization
- Self-directed and highly motivated with the ability to effectively operate in a rapid-growth, hands-on environment
- Ability to effectively present information to senior leadership in a clear, concise manner
- Ability to identify root causes and solve business problems; isolate trends and identify problems
- Ability to thrive in a fast-paced, customer service and collaborative team environment
- Prior experience supporting government contracts or job cost accounting; experience supporting FEDSIM awards strongly preferred
- Excellent oral and written communication skills
- Must be detail oriented and ability to multi-task
Education
- Bachelor’s degree in Business, related program, or equivalent experience
Other Qualifications
- Able to maintain confidentiality regarding sensitive information and documents
- Experience with Deltek Costpoint and Cognos is preferred, but not required
- Adhere to the Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate and contractual policies and procedures as they relate to contract financials
Travel
- Ability to travel up to 10% of the time
