This position is located at Camp Pendleton, CA . Candidates selected for this position will serve as a Deputy Director, Finance NF-5.

Major Duties

Responsible to the Chief Financial Officer (CFO) for providing executive level operational control and management of the MCCS financial resources as controller (including appropriated and non-appropriated funds and uniformed funding management) with substantial advisory support in accounting and finance decision making processes on planned and on-going program activities, and as pertaining to the operation of the Financial Management Division. MCCS program activities at this level involve total sales, appropriated fund support, payroll, other income, and expenses. Incumbent reports directly to the CFO for Marine Corps Community Services (MCCS), Marine Corps Installations West (MCIWEST)/Marine Corps Base Camp Pendleton. Additionally, this position requires frequent coordination with HQ (MR/MF), Global Business Services (GBS), MCICOM, MCIWEST Installations and adjacent Service Level Training Installations (SLTI) to ensure timely submission of data calls, financial planning and coordination. Incumbent of this position is expected to exercise substantial judgement in planning, organizing, and directing the integrated financial management program ensuring timely and accurate installation financials in accordance with Generally Accepted Accounting Principles (GAAP). Participates with the CFO, Assistant Chief of Staff (AC/S) and Deputy Assistant Chief of Staff (DAC/S) in the development of annual budgets, long range financial program planning and capital improvement strategies. Regularly participates and/or provides support to the CFO in installation meetings (i.e., MCCS Committees, Board of Director’s Conferences, Advisory Boards and command staff meetings).This position requires proactive efforts to keep the CFO, AC/S and DAC/S informed by providing program financial analysis and evaluation, interpreting financial results of operations, and performing advisory services to operating managers on fiscal program issues. This position supports the CFO in developing annual departmental and divisional budgets, assisting with long range financial planning and program planning and capital improvement strategies. Provides direction for fiscal functions including the administration of the integrated financial management system, accounting, payroll, financial management and reporting, budgeting, banking and cash management along with other financial issues. Provides executive advisory support for planned and on-going program activities supporting a multi-million dollar government enterprise. Resolves financial and operational issues that may impact the effectiveness of MCCS programs. Serves on various financial working groups and committees to represent MCCS MCIWEST/Marine Corps Base Camp Pendleton. Provides staff direction, mentorship and guidance, correction and discipline, and general supervisory support in the administration of an integrated finance department and systems consisting generally of APF budgeting and accounting, NAF budgeting and accounting, NAF payroll, financial management reporting, security and transportation of funds, mail delivery and management information systems. Hires, counsels, and trains employees, schedules and directs work, appraises work performance. Approves or disapproves leave, and personnel actions. Primary responsibility for installation accounting system integrity and accuracy of financial reporting through compliance with Marine Orders and Directives, and MCCS enterprise standard operating procedures. Duties to include comprehensive review of accounting records, reconciliations, and analytical reviews. Prepares initial financial plans and related records and exercises authority on approved budgets. Monitors programs on a regular basis and initiates corrective action to ensure support of operating programs of MCCS. Develops long range plans in conjunction with internal operating directives, and exercises internal personnel management authorities as delegated by the CFO, AC/S and DAC/S, MCCS MCIWEST. Serves as a primary financial point of contact and reporting authority to HQ MCCS in the absence or in support of the CFO. Ensures that technical procedures and methodologies of the various financial management processes are adhered to by subordinates. Coordinates and correlates these functions into an effective and broad system of financial control while ensuring regulatory compliance within and across all applicable directives. Provides accountability for the Division’s funds and assets, providing full disclosure of financial results of operations on a monthly, quarterly, semi-annual or annual basis. Provides direction for the MIS integrated financial system consisting of budgeting, official NAF accounting, payroll, financial management reporting, and security of MCCS funds. Exercises second level supervision over fiscal personnel, with responsibility for organizational structuring, establishing performance objectives, and overall staff supervision through subordinate supervisors. This position also oversees the Chief Information Officer (CIO)/MIS Operations and directs the overall management of information technology (IT) services and operations in support of MCCS activities and programs.
Must be alert to substance abuse and take appropriate action. Develops and ensures implementation of an activity safety program in accordance with the Base Safety Program. Conducts safety meetings at least quarterly. Advises employees of available safety regulations, instructions, materials and equipment. Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided to employees. Complies with OSHA standards and takes action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions that can result in disciplinary actions and follows through with appropriate action. Ensures minimal loss of duty by complying with “Return To Work” program initiatives, and following up on employee wellbeing. Effectively supports the Marine Corps Equal Employment Opportunity and Sexual Harassment policies, and ensures compliance with fire, safety, and other environmental issues and programs. Oversees maintenance and enforcement of the security of resources and develops procedures to minimize the potential for fraud, waste and abuse. Performs other related duties as assigned.
Minimum qualifications:
Bachelor’s Degree in Accounting or Financial Management and a minimum of four years executive-level experience that demonstrates the ability to apply financial accounting principles, methods, and techniques of fiscal management, with a strong background in budget preparation, payroll management, and financial systems reporting OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Thorough knowledge of management practices and ability to analyze trends and developments and to make improvements in operating programs through innovative general business practices. Extensive knowledge, experience and ability to train subordinate staff in Generally Accepted Accounting Principles (GAAP) demonstrated by progressive accounting experience in a leadership role with the responsibility for managing an accounting staff. Must have knowledge, experience and understanding of investment procedures, cash flow dynamics, capital and operating budget tools and processes. A Master’s Degree in Business, Finance, or Accounting or Certification as a Certified Public Accountant (CPA) is highly desired. Senior-level MCCS financial management experience is beneficial.
Knowledge and experience in Non-appropriated Fund and Appropriated Fund financial regulations, Uniformed Funding Management, policies and procedures, DoD travel regulations is preferred. Must possess knowledge of credit, insurance, and risk management; disbursing functions; employee compensation regulations, and revenue control, in order to effectively guide subordinate employees in the proper completion of their assigned duties. Must possess knowledge, experience and understanding of inventory, asset control and finance management, as well as procurement regulations, policies and procedures. Must have the ability to develop comprehensive and detailed briefs. Must possess skill in identifying quantitative relationships between financial operations and budgetary projections. Ability to apply analytical methods and tools such as cost-benefit analysis, program planning and budgeting and decision theory to solve complex financial problems.
Must possess excellent oral and written communication skills and have the ability to deal with individuals at various corporate levels, including high ranking military members, local and national headquarters staff, civic leaders, etc. Ability to apply a high level of sound, independent judgment in the solution of financial problems and in the administrative of financial management and procurement programs.
An annual financial declaration is required. Knowledge of Marine Corps staff procedures and organization is a plus. This is a white-collar position where occasional lifting up to 20 lbs may be required. This position has been designated as Noncritical Sensitive and therefore requires the ability to obtain and maintain a Secret Clearance.
