GENERAL STATEMENT OF DUTIES 
Defines and coordinates the work activities on assigned engineering projects, including the development and construction for capital improvement projects within the county and outside-funded improvement projects; plans, organizes, manages, implements, evaluates, and participates in assigned projects from inception to completion. Monitors performance against project goals and objectives to ensure positive project results; investigates field problems and prepares progress reports; provides technical project coordination.  Works flexible hours including evenings.
 
SUPERVISION RECEIVED 
Works under the supervision of the County Engineer, Senior Environmental Engineer, Civil Engineering Supervisor, Capital Projects Manager, or designee.
 
SUPERVISION EXERCISED 
Supervision is not a responsibility of positions in this classification.  However, incumbents often act as a lead worker over lower-level engineering associates, technicians, interns, and contractors in the development and execution of projects and programs. 
  • Prepares, reviews, or oversees the preparation of plans, engineering studies, specifications, and cost estimates for capital improvement projects (both county and federally funded) requiring the application of advanced engineering knowledge. 
  • Reviews the design and drafting work of other engineers and technicians. 
  • Creates detailed project schedules to ensure projects are delivered on schedule. 
  • Conducts related public hearing and meetings as required.
  • Acts as project manager on various federal aid projects including applying for state and federal permits, reviewing pay estimates, and managing project records in accordance with federal aid rules.   
  • Assists with grant applications.
  • Develops cost estimates, prepares plans, and specifications for county and federal public works improvement projects, including roads, pavements, storm drains, sanitary sewers, and other facilities. 
  • Performs hydraulic calculations using computer software. 
  • Produces preliminary engineering drawings and periodically finished drawings using computer aided drafting (CAD), including but not limited to AutoCad Civil3D.
  • Conduct field reviews to address issues.
  • Assist with construction engineering work, in both the office and field. 
  • Assist in training and development of other staff, as needed.
  • Other duties as assigned by your supervisor.
  • May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations.  May be assigned clerical/support, incident liaison, or other duties at any location within or near the county.  Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice.

EXPERIENCE AND TRAINING 

  1. A valid Professional Engineer's (PE) license in Civil Engineering or a closely related engineering license; AND 
  2. Two years of post PE professional-level engineering experience, including project management. (Depending on the position experience in a specialized field may be required i.e. design, land use, traffic, environmental.); OR 
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

 SPECIAL REQUIREMENTS

  • Possession of, or obtain within 30 days of hire, a valid Class C Oregon driver's license. If in possession of a current out of state driver's license, must obtain Oregon driver's license within 30 days of hire.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.  The policy can be found at:  http://apps.co.marion.or.us/APAP/.
  • The finalist for this position may be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • This assignment is not represented by a union.
  • This is a full-time regular position, which is not eligible for overtime.
  • Typical Work Schedule:  Monday through Friday 8:00 am - 5:00 pm with flexibility depending on the needs of the department.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of modern civil engineering principles and practices, with special reference to public works infrastructure at the level of local government; civil engineering materials and methods of construction; special requirements of federal aid projects; principles of project management; principles of roadway operations analysis; project funding sources and mechanisms; and the fundamentals of effective public involvement.

Skill and ability to: design civil engineering projects; perform complex calculations; prepare plans, specifications and cost estimates; effectively communicate in both oral and written form; establish and maintain effective and collaborative working relationships with engineers, planners, developers, regulatory agencies, and members of the general public; balance the overall, long-term needs of the agency with shorter-term demands and opportunities; engage in creative problem solving and to blend theory with practical application; to plan, document, and execute a project plan from inception to completion in accordance with project requirements; to function in a lead worker capacity; and operate a computer and engineering related computer software; operate a motor vehicle.

PHYSICAL REQUIREMENTS
Operates a motor vehicle and maintains an acceptable driving history; stands; sits for up to 1/2 hour; climbs one flight of stairs; stoop position; walks about the work area; walks long distances; bends forward; reaches overhead; lifts/pushes/carries items up to 50 lbs.; moves carts weighing up to 200 lbs.; operates a keyboard; speaks clearly and audibly; uses rapid mental/hand/eye coordination; reads a 12-pt. font; distinguishes shades and colors; sees with depth perception; hears a normal speech level; discern traffic speeds and equipment noise; may work in areas exposed to heat, cold, humidity, dust, smoke, vibration, noise, wet and uneven areas; may use ladders and scaffolding; work with the public, sometimes in controversial or adversarial conditions; work inside and outside in typical Willamette Valley weather; deals with uneven terrain and climbing grades and on/around structures; works safely around moving traffic and construction equipment.
