The Marion County Assessor’s Office is seeking a qualified, dedicated individual to serve as Data Collector.  The Assessor’s Office is responsible for assisting customers with their property taxes and exemptions, setting and defending property valuations. The Data Collector is an integral part of the valuation process, gathering permit data from county and city planning offices, analyzing blueprints, and using software programs to sketch the building diagrams and create data points for use in the field.  


The right person for this job has the utmost commitment to customer service, and possesses excellent interpersonal, technology, oral and written communication, and organizational skills.

GENERAL STATEMENT OF DUTIES
Performs administrative support activities of a complex or technical clerical nature, which requires advanced skills, independent judgment and discretion; acts as lead worker of a specific clerical function overseeing the work of others; and performs other related duties as assigned.

SUPERVISION RECEIVED
Works under the general supervision of a supervisor/manager or professional employee, who assigns work, establishes goals, and reviews results obtained for compliance with department and program policies, procedures and goals.

SUPERVISION EXERCISED
Supervision of other employees is not a responsibility of positions in this classification; however, exercises lead direction over other clerical or office staff.

May perform any of the duties of the OS 1 and OS 2 classes in this job series, but distinguished by a primary focus on the duties listed below:

  1. Provides training, assigns and reviews work, and prioritizes assignments for office staff; provides input to performance evaluations; arranges for work coverage during absences; provides backup support to staff as needed.
  2. Coordinates and monitors implementation of projects or parts of a program; tracks the progress of required actions against time lines; interprets and acts as resource on program policies, procedures, and applicable laws and regulations as required.
  3. Researches and verifies client information by querying multiple computer systems; interprets legal documents to update computerized information; processes complex technical materials, documents and records where specific procedural requirements are complicated, and where accuracy and effectiveness are critical and have statewide, multi-jurisdictional impacts.
  4. Trains staff in the use of data entry procedures and use of keyboard commands, formats and programs; performs complex data entry; trouble shoots routine systems problems; installs hardware and software; backs up computer hard discs; assists in system design and software testing.
  5. Coordinates activities (paperwork, exams, interview panels, assessment processes) for the hiring of new employees; provides department and program orientation to new employees.
  6. Approves and pays expenses within specified limits; tracks program budget for variances against plan; maintains records and ledgers to provide accurate information on monetary transactions and accounts; processes accounts payable and receivable for a program, division or department.
  7. Participates in the technical phases of special studies, surveys, and research projects by compiling and analyzing data, and independently preparing graphic charts, spreadsheets, and other visuals to facilitate comparisons of data or analysis of trends; responsibility for generating periodic technical reports of a complex nature.
  8. Represents department in area of expertise as a member of statewide, interagency informational meetings and committees; acts as county liaison with other agencies to give and receive information in compliance with Oregon Statutes and other applicable laws.
  9. Provides administrative or technical clerical support to one or more supervisors/managers or a department head of a small department.
  10. Perform other duties as assigned.

EXPERIENCE AND TRAINING

  1. Graduation from high school, or equivalent; AND
  2. Two years of general office experience; including one year of experience utilizing a variety of computer software programs; OR
  3. Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.

SPECIAL REQUIREMENTS

  • The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position.
  • Must possess a current driver's license in the applicant's state of residence and an acceptable driving history.  Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business.   • This position is represented by a union.
  • This is a full-time position, which is eligible for overtime.
  • Typical Work Schedule: Monday-Friday 8:00a.m - 5:00 p.m.

KNOWLEDGE, SKILLS, AND ABILITIES
Considerable knowledge of accepted modern office practices, procedures and techniques; English composition, spelling, and grammar; arithmetic, clerical/accounting principles and processes; Some knowledge of: techniques of supervision and training; concepts and techniques of prioritizing/organizing work; applicable program policies and procedures and/or rules, regulations and statutes depending upon assignment of duties and responsibilities.
Substantial skill and ability to independently, accurately and effectively perform assigned tasks and duties following established procedures and program policies; meet and assist the public, staff, clients, and other personnel of other businesses in a courteous, professional manner; comprehend and adhere to stated oral and written instructions, communications and procedures; apply principles, policies and procedures to specific work assignments; provide training to others; give and prioritize work assignments.
