Summary Objective
Under occasional supervision, must be mentally and physically capable of performing a variety of professional level services to employees as it relates to the following areas: group benefit programs, compensation, employment, staffing, employee relations, retirement programs and workers’ compensation. Must be able to effectively communicate orally and written to employees, department heads and upper management. Incumbent coordinates and administers programs in the assigned area to include conducting research, preparing reports and recommendations, resolving problems and complaints, preparing and delivering communications and planning county activities.
This position works under general supervision, independently developing work methods and sequences.
Essential Functions
The essential functions listed below represent most of the time spent working in this class.
Management may assign additional functions related to the type of work of the class as necessary.
● Provides applicants, employees, claimants, and their families with information regarding updates on programs in Personnel.
● Respond to calls/emails/walk in employees’ inquiries, gather applicable facts to determine resolutions and recommend appropriate action.
● Delivers training on various Personnel subjects and coordinates training activities using external resources. Updates system information regarding classes, attendees, evaluation documentation, etc.
● Runs routine reports, prepares correspondence, and updates systems files. Reviews invoices for accuracy and processes to the next level for payment. Maintains records, files and reports as applicable in Personnel. Prepares and analyzes information reports and transmits data to service providers. Process receipt recovery, journal entries, and records payment to vendors and from Retirees.
● Develops and conducts presentations, creates informational materials, evaluates programs and recommends changes as needed.
● Administers portions of employee orientation.
● Performs related work as assigned.

Minimum Education and Experience Requirements:
● Requires an Associate’s Degree in Human Resources, Risk Management, Public
Administration, Business Administration or related field.
● Requires four (4) years of progressively responsible experience in one or more of the stated specialty areas; or, an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Physical Demands:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
● Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
Unavoidable Hazards (Work Environment):
Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Special Certifications and Licenses:
Notary Public preferred.
