POSITION DESCRIPTION

HUMAN RESOURCES SPECIALIST

(Non-Union)

REPORTS TO: Human Resources Director

RATIONALE: To assist with the administration of the District's Human Resources office functions.

QUALIFICATIONS

1. Associate degree in accounting, business or human resources preferred, or at least five years successful work experience in either field.

2. Must have excellent customer service skills, the ability to positively relate with school staff, administrators, vendors, applicants, and the public is a top priority.

3. Demonstrated willingness and ability to learn.

4. Demonstrated above average computer skills, including the ability to work efficiently with financial software systems, word processing, data bases, and spreadsheets on a daily basis (Skyward, Excel, Microsoft, etc.).

5. Must be detail-oriented, efficient, and organized with the ability to handle multiple tasks in a prioritized and professional manner.

6. Working knowledge of basic office procedures, office equipment and machines.

7. Must have excellent written and oral communication skills.

8. Must have the ability to utilize effective human relations and communication skills.

9. Must have the ability to maintain a high level of ethical behavior and confidentiality.

10. Ability to work independently and make decisions in accordance with established policies and regulations.

11. Ability to work cooperatively in an office setting and meet multiple demands.

12. Must meet health requirements as required by performance responsibilities (sit, stand, walk, talk, stoop, see, hear, lift up to 25 pounds, etc.).

13. Such alternatives to the above qualifications as the Board of Education may find appropriate and acceptable.

HUMAN RESOURCES RESPONSIBILITIES

1. Assist with the management of health insurance benefits, supplemental insurances and related programs.

2. Manage the reporting of PPACA (Affordable Care Act).

3. Manage the processing of COBRA and FMLA leave time and notifications.

4. Assist the HR Director with all new hire insurance application including MESSA profiles, insurance elections and follow up customer service.

5. Manage the Donated Leave Policy – distribute requests to staff, receive donations, and reply to donors.

6. Post all new job postings utilizing FileMaker Pro, Skyward and all outside advertising platforms.

7. Manage the processing of New Hires, including employment paperwork, credentials, Employee Master processing, reference checks, safety training, contract exports, choice of pay forms, unprofessional conduct forms and criminal history information are complete.

8. Set up employees to be paid properly, including adding or changing the employee into Employee Management system, looking up new employee with the Office of Retirement Services, adding deduction and benefit codes to profile, adding or changing 403b deductions.

9. Set up Employee Access in Skyward for the district.

10. Create technology work order for each new employee.

11. Assist with scheduling and preparing information for interviews.

12. Manage personnel and medical files.

13. Assist with responding to reference checks and employment verifications.

14. Provide back up for the processing of volunteer forms and maintenance of volunteer list.

15. Assist with all survey and reporting functions.

16. Assist with the completion of OSHA reporting as required.

17. Assist with updating and maintaining the District Staff Directory/Database.

18. Assist Administration with negotiation support including but not limited to taking minutes at negotiation sessions, assisting with grievance and arbitration preparation, monitoring union contract(s) compliance, and preparing union contract(s) documents.

19. Assist with the compliance of State and Federal employment laws including but not limited to FLSA, wage and hour, FMLA, etc. and MAPS Board policies.

20. Cross train on tasks within the Human Resources Office.

21. Serve as customer service representative to employees and substitutes.

22. Maintain a scanning and filing system that ensures the confidentiality and security of all documents and files.

23. Assists with correspondence for the Superintendent and Board of Education regarding all personnel changes including tenure, appointments, transfers, layoffs, recalls, resignations, leaves, retirements, discipline, terminations, etc.

PAYROLL & TIME OFF RESPONSIBILITIES

1. Uses the Skyward Employee Management Module to prepare all new employee assignment information for payroll.

2. Track, process, and adjust timekeeping records using the online timekeeping system, paper timesheets, and reports.

3. Manage the employee time-off system for all employees: allocation, correction, verification, Employee Access, etc. Re-calculate salaries for time off.

4. Assist with the Workers Compensation program by processing claims, incident reports, and time-off adjustments.

5. Prepares Payroll Change Forms as changes occur.

6. Researches and responds to unemployment claims.

7. Serves as the True Time customer service representative for employees.

8. Maintains the District Organizational Chart.

9. Manage the payment of district substitutes and contracted employees through PCMI entries, payment authorizations, and the distribution of athletics and advisor stipends.

10. Calculate vacation, sick leave and personal business leave payout for terminated or retired personnel.

11. Process PCMI entries, payment authorizations, and the distribution of athletics and advisor stipends.

12. Provide backup support for the Payroll Specialist

13. Perform other duties as assigned.

· 12 Months Per Year
